History
Background
Very little is known about Mr. Black or his background. The Vice City Bureau of Investigation believe he is running a hitman business and may have a connection to money laundering. He speaks with an ambiguous European accent.
Events of Grand Theft Auto: Vice City
At some time either during or prior to 1986, Mr. Black started working with Leo Teal. Teal was later killed by Tommy Vercetti, who took Teal's cellphone. Mr. Black later gave missions to Tommy, seemingly unaware of Teal's death.

Trivia
- The names of Mr. Black and Leo Teal are possible references to the 1992 film Reservoir Dogs, as their surnames are both colors and the jewellery store robbers in the film used colors as codenames.
- Mr. Black is one of the few "unnamed" characters in Grand Theft Auto: Vice City whose name was only revealed on the game's Flash website in 2002. The others are Victor Vance, Maude Hanson, Pedro Garcia, and Pierre La Ponce.
