Level sync refers to a feature in some games where a player's level will sync to either a party member who is much lower level, or a zone or area that no longer provides an adequate challenge.
Games have introduced this feature in order to combat instances where a player becomes overleveled, and will either no longer receive experience points for completing quests or killing enemies, or receiving gear below their current level. Some games prevent power leveling by high level characters by cutting the XP gain of the lower-level player by a significant amount - even eliminating it entirely.
