Detailed walkthrough
The quest is started by traveling to the Old Mormon Fort in the northeast section of Freeside and speaking to Julie Farkas, leader of the New Vegas chapter of the Followers of the Apocalypse; she is recognizable by her spiked mohawk and typically wanders around the tents in the courtyard of the fort during the day, then goes to her bedroom in the southwestern watchtower at night. Asking her about the situation around Freeside, among the issues she mentions is that chem addiction is a common problem the Followers face in the slums and it's even impacted important members of the community that she feels can help improve things. Talking further, she mentions two men with important skills who have fallen prey to their addictions: Bill Ronte and Jacob Hoff. She requests the player character to find both of them and do whatever they can to help resolve their addictions so they can return to helping the rest of Freeside.
Supply issue
Bill Ronte is located in the southerwestern half of Freeside, in an abandoned house located across the street from the Silver Rush, while Jacob Hoff is found in the crumbled building across from Mick & Ralph's. After speaking to at least one of the addicts, they reveal that the supplier giving them their chems is a man named Dixon that's gotten them hooked on his personal mixes of whiskey and Jet; they won't speak any further until one goes to talk to him.
Dixon is typically found outside of Mick and Ralph's store, near where Jacob is found, wandering around Freeside's east gate. He will freely admit to selling his addictive merchandise to the addicts, looking down on them as squatters from the NCR. Separating Dixon from his customers can be accomplished via:
- Paying him a bribe of 300 caps.
- Passing a 35 Speech to persuade him to leave the addicts alone.
- Attacking and killing him, which incurs Karma loss. A Speech check can be passed to incite him to violence, which avoids the Karma loss.
Getting clean
Once their drug supply is cut off, return to both men to find out from each about what they need to get clean again. Jacob will ask for ten doses of Fixer to help him clean up, while Bill will suggest detoxing with two doses of Fixer, a bottle of whiskey, and one dose of RadAway.
For Jacob, the player character has the alternative options of:
- Passing a 50 Science skill check to suggest a more efficient method of combining one dose of Fixer with doses of Psycho and Buffout.
- Passing a 50 Speech check to convince Jacob to return to the Followers and go the long route of getting clean on his own.
For Bill, the player character has the alternative options of:
- Passing a 50 Science check to suggest a more efficient method of dropping the RadAway component and using only the double Fixer dosage and bottle of whiskey.
- Passing a 50 Speech check to convince Bill to return to the Followers and go the long route of getting clean on his own.
If one cannot pass the Science and Speech checks, they will have to find the requested ingredients. Fixer is rather uncommon to find on its own, but one can sometimes be purchased from Dixon (if he's alive) and/or from the bartender in Brimstone within Gomorrah on the Strip. Ada Straus in Novac also sometimes sell two doses of Fixer.
Note: Passing the Speech checks may cause several Freeside thugs to spawn as they head to the fort; if one or both are killed, it may negatively impact the rewards of the quest.
Successfully curing one or both men's addictions will garner Freeside fame. After getting both men on the way to cleaning up, return to Julie Farkas at the Old Mormon Fort. She will thank the player character for helping improve Freeside's chances and offers them a discount on her services, completing the quest for XP. They will also be able to get one free stimpak, Fixer, or RadAway every 24 game hours from Julie.

Notes
Finishing this quest serves as one of several possible ways to convince Arcade Gannon to join as a companion.
Bugs
Dixon may become stuck behind the junk wall that leads into Freeside. This can be fixed by throwing grenades over the wall in the direction of his Pip-Boy marker, or by spawning him with console commands.[verified]
Behind the scenes
- The quest name is a play on the term "getting high," which is slang for drug use, particularly for the types with psychedelic effects.
- The quest name also doubles as a reference to the counterculture magazine High Times, which advocates for marijuana legalization and other counterculture ideas. It has been published since 1974.
