Leaf was the mayor of Linsho. Though she was a skilled leader, she was exhausted from the Restorationist–Loyalist conflict in her town, which broke out after the end of the Hundred Year War.
History
Leaf was born and raised in Linsho, a coastal Earth Kingdom town that had become a Fire Nation colony. She came from a long line of proud earthbenders, though she never mastered the art herself.
Leaf became the mayor of Linsho due to her expert knowledge of Earth Kingdom bureaucracy. She was in charge of the town after the Hundred Year War ended, and saw the breakout of the Restorationist–Loyalist conflict.[2]
In the early 100s AG, Leaf was due to host the town's annual Squid Ink Festival, but knew she had to cancel due to an upcoming storm. Just before the event, she met with Kallika, Gingko, Ziyi, Toklo, and Chihiro, who had received special dispensation from the governor to help towns adjust to the decolonization process.[3] She instructed them to help her keep the peace during the festival. However, just as Leaf made her announcement, a fight broke out by a Blue Skies Fisheries warehouse, causing a brawl to break out between Restorationists and Loyalists.[4]
She relied on the five volunteers to help her find who was responsible for the arson. Meanwhile, Leaf also turned her mayoral offices into a makeshift safe haven for villagers who were vulnerable to the storm. She also invited people injured in the brawl to be housed in the comfortable building. The situation led Leaf to conduct all her official business from within her own home.[5]
Personality
Leaf was utterly exhausted from having to deal with the conflict between Loyalists and Restorationists after her near-daily meetings with the two factions. She hoped that the status quo would be maintained, and looked for the easiest way to avoid an outright riot in the town.[2] Her fear of some of the leaders of the town's sectarian conflicts sometimes led to her leaving acts of delinquency going unpunished.[6] The mayor did truly feel a sense of guilt for how bad things had gotten in Linsho, but she would never admit it to others.[5]
Leaf also showed a willingness to help the townsfolk during the storm and the sectarian conflict. The bustling in and out of her offices did leave her in some annoyance, but as she felt guilty she helped nonetheless. She brought injured people water in her own offices, and shared some of her prized imported Fire Nation bonbons.[5]
Abilities
Leaf never mastered earthbending, unlike many of her ancestors. Instead, she was only best at being able to evade conflict, running for cover when a fight broke out.[2]
