Leon McAffrey is a minor antagonist in Grand Theft Auto III, and a supporting character in its prequel Grand Theft Auto: Liberty City Stories.
He is a corrupt American policeman whose work focused on making alliances with mafias or criminal gangs so that they would take control of a specific area in exchange for money, in 1998 he helped Toni Cipriani to take control of the city from the Leone Family. In 2001 for unknown reasons he would testify against Ray Machowski but his plan failed due to the 2 attempts on his life by Claude, which would cause his death.

Leon McAffrey would make a deal with Ned Burner in exchange for his promotion in the Liberty City Police Department.

Caught in the Act
Salvatore Leone tells Toni to go to the Aspatria district since an associate of his is going to help with the war between the Sindacco and the Forelli.
Sayonara Sindacco
Leon arrives in his sports car and insults Toni since he will only help them if they pay him a good sum of money, to which Cipriani angrily insults him. At the end of the conversation, the 2 go to Torrington where Toni provokes the Sindaccos and gets into Leon's vehicle where a chase is set up in which Toni kills several while the officer drives at full speed until he loses them. Leon leaves Toni on the sidewalk and leaves the place receiving 1500 dollars as a reward.
The Whole 9 Yardies
Toni goes to Aspatria again and Leon tells him that he has to provoke some Forelli and then take them to an ambush by the Yardies, by eliminating all the forelli Toni receives a 2000 dollar reward.
Crazy '69'
Toni goes to Aspatria for the third time and meets Leon, who introduces him to his new partner Ray Machowski who points a gun at Cipriani until McAffrey tells him that he is a new associate who is going to help fight crime, after this interlude Toni has to go kill several Forelli in Belleville Park with a Katana. By doing so, Toni receives a 2000 reward and a dragon monkey.
Night of the livid dreads
Toni goes to Aspatria for the fourth time and meets Leon who wants him to go this time to protect some Yardies from an ambush with the Sindacco. When Toni does so, he receives a 2,000-dollar reward.
Munitions Dump
Toni goes to Aspatria for the fifth time and meets Leon and Ray in the car where they send him to destroy several trucks with forelli weapons, since it is possibly going to turn into a war. By destroying everything, Toni receives a reward of 2,500 dollars.
The Call
Toni receives a call from Leon, revealing that Salvatore Leone is in prison so they will need to cut ties as he could also be incarcerated. After this, McAffrey's fate is unknown throughout the game.
Grand Theft Auto III
Silence the Sneak
Ray sends Claude to kill his old partner Leon as he is going to testify against him. Claude goes to the witness protection house and throws a grenade through the open window. only to find Leon escaping in a speeding car, ambushing him. He then destroys his vehicle and "kills" him by running him over or shooting him.
Plaster Blaster
Ray angrily reveals to Claude that Leon actually survived his attack, so he decides to look for the ambulance, in which he is and destroys it, causing a bandaged McAffrey bandaged with plaster. Seeing that it is too resistant, Claude decides to pass a car over him until he is killed once and for all.
