Billy Squire is the main antagonist of Red Circus Arc from the Spy × Family series. He is the leader of the far-left Ostanian terrorist group known as Red Circus who hijacks one of the Eden College's schoolbuses, which was carrying Anya Forger's class for an excursion.

Appearance

Billy is a tall and slim middle-aged man with a rather unkempt appearance. Sporting a stubbly beard, baggy eyes, and shaggy hair covered by a black beanie. His outfit consists in a black turtleneck shirt and long trousers covered by a jacket that sports an emblem containing the initials of the group (R.C) on each shoulder.

Personality

Billy is a cold-hearted man that always stays away from society to continue his plan, after revenging the murder of his daughter, he's also shown to be very sarcastic sometimes. As seen in his monologue to the children on how he hates Ostania's elite and their palatial lifestyle.

Underneath his political extremism, however, Billy is a tragic individual who genuinely wants to do good. Before becoming a terrorist, Billy was a very kind man who raised his daughter to be compassionate and help those in need. He's shown to be have been deeply affected by her death, which resulted in him becoming a more bitter and vengeful individual. Despite this, Billy still maintaned his sense of honor, shown as how he refused to hurt any kids during the kidnapping, and also when he decided to ultimately surrender after realizing that he wanted to keep his daughter's legacy of kindness alive.

While not much is shown about his past, it is shown through pictures that Billy was a soldier who possibly fought during the Ostanian-Westalian war. In the past, Billy used to have a daughter named Biddy who also was a member of the Red Circus group. The Red Circus was originally a student movement asking for peace and equality. But the state went violent against them, as this movement ends up murdering Billy's daughter, making him plan revenge on them, while he ordered to free his comrades from prison and gain some passage to Nortica.

At SSS Headquarters, Yuri's boss receives a report about concerning the remnants of the Red Circus group including their leader, Billy Squire, who is commanding the faction in Berlint. Meanwhile, the Cecile Hall students are on a school bus, heading to the Berlint Museum for a "cultural experience." As all the first-years are going, they are in four buses with a car at the front and back of the caravan escorting them. While Anya and the other kids are excited about this, Damian is rather apathetic. Students from Wald Hall are also on the bus, including Bill, who tells Damian there is value in all new experiences and that this is a new opportunity to make new friends. While they argue, Anya thinks about copying Loid's tricks to get closer with Damian, thinking about how Loid managed to improve his relationship with Gerald. She imagines her and Damian in a scenario similar to what Loid did, although done childishly. Carrying out her plan, Anya throws some paper at Damian's head and gives him a "Call-Me-An-Uggo" face, while Damian responds with an annoyed expression. Billy and a woman later seek into the bus and tasers the tutor, ending up scaring the children and ordering them to shut up after introducing himself to them.

While he is walking through the bus using a shotgun, Bill tells all the children to calm down after reminding that their families are important people that can help them anytime, Billy later points his shotgun at Bill and refuses to listen to his words and begins to say that they need to take hostage after telling that his parents are and calls out children from influential families. While an place that Billy is planning to go is discovered by Anya and is the Papier Palace Park, Anya later says that she needs to pee while Becky later writes an S.O.S. and throws into the bus window alongside her candy tin. Damian notices this and throws them a letter, asking what the girls are planning, and warns them not to do anything reckless just to return safe, as Billy puts a collar bomb on Anya.

At SSS Headquarters, the Lieutenant reports to his superior about the hijacked buses. According to the information they received from the Blackbell Company, with Becky's father worried about her child's safety and planned to send every tank and fighter jet in their storage to protect him from the terrorists. Damian later approaches Billy after learning that the bomb he uses on Anya is fake and she plops back to her seat saying that she is hungry Billy later puts another bomb collar on Damian after he hears that he is Donovan Desmond's son and popular among the kids, he is the perfect hostage. Damian then tells himself that he is the scion of the Desmond Family that will one day become a politician and protect Ostania, later. They are interrupted by a loud pop, which was the tire that got caught by a spike strip and caused the bus to swerve around the streets. Billy later asks to Vadim (who is driving the bus) what is happening, as the bus stop in a street surrounded by police cars.

Billy notices more guards are in the area, so he gets off the bus and asks the agents to cover the bus windows with black shirts as they reply that they are still deciding but, in the meantime, would like to bring food and water to the students. Billy agrees as long as a teacher is the one who delivers the food. As the housemaster gets escorted to the bus, he notices the tutor being seriously injured, so he tells Billy he needs to go to a hospital. Billy declines, but after Henry negotiates to keep him in custody in exchange for releasing the dorm tutor, Billy agrees and proceeds to tie up Henry and release the tutor.

After a short talking with Henry, he later tells to the children in the bus about his origin. Revealing his parenting side by saying that his daughter was murdered by the state, as she was also a member of the group. He explains how the Red Circus was originally a student movement asking for peace and equality, but the state went violent against them. He tells Henry that he will not take any criticism from a member of the establishment, and will make sure the state will reap what they have sown.

Looking at the children reminds Billy of his daughter and his final moments with her before her death. Tired of waiting like sitting ducks, Vadim suggests to Billy that they get their partner, Bruce, to get moving with the second bus. Because they are avoiding radio contact to prevent giving away his location, Bruce's hostages are their trump card. However, shortly after, the SSS captain announces to the Red Circus members that their comrades from the second bus are all dead. He tells them to surrender if they do not wish to meet the same fate as them, giving them until dawn to make their choice.

Billy is shaken and simply says they failed, but Vadim and their partner tell him not to give up already, with the former reminding Billy of their friends, goals, and his daughter, so Billy agrees to keep going with the plan. Anya approaches Billy, who asks if she needs to use the bathroom and tells her to hold it in. Unexpectedly, Anya says she is hungry and asks for more rations, shocking everyone. Billy yells at her and threatens to detonate her bomb. Anya is undeterred and says she is not afraid, mirroring one of Biddy's speeches. This unnerves Billy as he begins to see his daughter in the little girl. He begins to think about Biddy's words, some of which Anya begins repeating.

Billy remembers again that he raised Biddy to be a good person.

Billy snaps and removes the bomb from Anya, telling her to leave, as the girl is making him lose his resolve. However, Anya refuses, to everyone's shock once again. Billy yells at her, saying that the Eden students are selfish elites, but recalls Damian and Emile's courage for their classmates. Anya demands more of the rations, making Billy believe that the children are not eating enough at home. Billy's misunderstanding continues, thinking that even Donovan Desmond has fallen low since losing power and that Ostania's economy has collapsed with a food shortage while he was out of the country.

Astonished by Anya's selflessness, Billy asks why she is so concerned about the food and if she is being forced to do this. Anya replies that she wants to make a world where kids don't need to cry, and Billy is shocked by this noble goal. Even more shaken, Billy starts contemplating that by labeling the students as elites, he is furthering inequality. However, Vadim asks if he has forgotten about his daughter and tells him that if he wants equality, he must make their enemies know the pain of losing a child, aiming his gun at Anya. Billy flashes back to the past, to the time when Biddy got scratched while trying to equally distribute food amongst the neighborhood cats because she cannot bear to hear anyone cry. Billy is proud of his daughter but realizes she used their food from the pantry to feed the cats again. Biddy giggles and reminds him that he taught her to "Be a giver, not a taker. Help each other up, don't hold each other down." Because Billy has always been teaching her these ideals, Biddy is proud to be the person she has become.

Back in the present, Billy realizes that he had never forgotten about his daughter but pretended to keep his anger, his reason to live, from melting away. Vadim says there is no time to waver, but Billy takes their guns and bags and then steps outside the bus. Billy knows that the Red Circus's methods are wrong but never did anything to stop them. However, he refuses to let his daughter die again, as he still wants to be able to call himself a dad. Billy puts down the weapons and surrenders, shocking everyone.

Vadim yells at him to get back inside, but Billy continues to tell the forces that he is the sole planner of the operation and to be lenient with his comrades, claiming that he coerced them into joining him. As his partner reluctantly steps out of the bus, Vadim attempts to take off with the bus, and Billy yells at him to stop. Vadim is quickly apprehended by the police and Martha Marriott. As the Red Circus members get taken away, Billy takes a quick look back to see a smiling Anya waving to a crying Becky, who rushes to her and Martha.

  • He is named after the American rock musician Billy Squier.
  • Billy is one of the few antagonists in the series to be genuinely tragic.
  • Oddly enough, Billy is the second Spy × Family villain who attached an explosive to one of the Forgers. The other being Keith Kepler, who wanted to turn Bond Forger into a suicide bomber for one of his terrorist attacks.
