Harlan , or addressed by her rank superiority as Commander Harlan , is a female Alien Pedan and was the leader of the Reionics Hunters, who came from 50 years in the dystopian future.

History
Ultra Galaxy Mega Monster Battle: Never Ending Odyssey
50 years after the series, in a dystopian future where a Reionics was chosen as the successor of the Alien Reiblood and spread chaos into the galaxy, Planet Pedan was among those affected. To ensure the survival of their race, the Alien Pedan established a fighting force called the Reionics Hunters. With Harlan as their troop leader, they traveled 50 years into the past, where the Reionics Battle took place, with the Reionics Hunters ordered to kill any Reionics combatants they could find.
When a single soldier, Dail, suggested that Rei, a Reionics that wanted to end the war and stop Reiblood's tyranny, may be able to help them, Harlan ordered Dail to bring forth the warrior. Eventually, this turned out to be a trick as she actually wanted to capture and brainwash all the Reionics to assemble a invasion troop, having succumbed to her race's greed for conquering. She trapped Rei's comrades and tried to blackmail Rei into allowing himself to be brainwashed, but Dail, believing that their mission was only to rebuild the destroyed Planet Pedan, tried to stop her, although was shot down.
Enraged, Rei fought back, summoning his Gomora to try and rescue his crew, but Harlan commanded a seemingly endless onslaught of King Joe Blacks. Even when Rei brought his Litra (S) and Miclas into the battle, Harlan remained confident that he stood no chance, cruelly hoping to inflict only enough pain to end his resistance and keep him alive. However, while she was distracted, Dail managed to crawl to an interface and free the ZAP SPACY, before being shot under Harlan's orders. The crew reached the Space Pendragon and fired the Pedanium Launcher, obliterating the entire army with the Alien Pedan's own technology. Harlan met her demise when the head of her personal robot, King Joe Scarlet, collapsed on top of her while the rest of the Alien Pedan departed back to their time, never to interfere with the Reionics Battle again. - King Joe Scarlet: The classic gigantic mecha that was used by two members of their race in a plot to invade Earth had been modified with a red scarlet paintjob and mounted with a spear called Pedanium Lancer. But she was never seen in use as the robot was destroyed.
- Station: Harlan had a huge space station equipped with a tractor beam and cloaking shields. This is also the method for Harlan and her troops to time travelling from the future.
- Baton: Harlan's main weapon is a baton which also doubles as a gun when needed. She used this to shoot Dail when he went against her orders.
Trivia
- Commander Harlan shares the same actress with Riko Saida, making the fact that she is the superior to Dail somewhat ironic.
- Harlan's hair was made white to resemble Dorothy from Mega Monster Battle: Ultra Adventure.[1]
- Her hair also serves an allusion to Dorothy Anderson, the American scientist who was impersonated by her kin on Earth to infiltrate the TDF. Like the Alien Pedan in Ultraseven, what started as an aggressive but noble cause of fighting for their planet's safety turned into the intentions of an invader when they were overcome with greed.
- Her armor would be modified into Gina Spectre's outfit in Ultraman X. In truth, a suit for Gina was already finished but director Koichi Sakamoto proposed the character to be more human-like in hopes of a fight between female characters.
