Federal Bureau of Investigation Agent Zoe Winters is a major character and acts as the deuteragonist in The Crew. She is voiced by Amy Rosoff in the main story and Jennifer Armour in The Crew Calling All Units.
Zoe Winters overseas the operation in collecting enough evidence to bring down FBI special agent Bill Coburn along with Dennis "Shiv" Jefferson for various charges that include corruption and murder. She acts as a handler for Alex Taylor and offers to clear his name in exchange for aiding in the operation by infiltrating the 5-10 Motor Club. She aids Alex by informing him of various tips about the criminal organization, vehicles, and other aspects of the game.
In The Crew Calling All Units, Zoe works with Police Officer Clara Washington to disrupt the disrupt the gang operations of the Harvesters across the United States.
History
The Crew
Prologue and Midwest Operations
Zoe first meets with Alex in prison 5 years after the murder of Dayton Taylor, Alex's brother. She offers to clear his criminal record and set him free in exchange for bringing down Bill Coburn and Shiv by infiltrating the 5-10 Motor Club to which Alex agrees to. She supplies him with a headquarters in Detroit and funds to buy a vehicle. She informs him of how the 5-10s operate in the Midwest and has him get in touch with Troy to begin the case work.
East Coast Operations
Zoe grows suspicious of Harry as he begins to be secretive and cautions Alex to be watchful of his actions. Alex reclutantly checks up on Harry to see him with another woman but assumes its his girlfriend as nothing concerning was happening. Alex checks on Harry a second time to see him with the same women and lets Zoe know that she may be right about her suspicions. It is ultimately found out that Harry was stealing cars from the 5-10s and giving the money to Connie to help her.
The South Operations
Coburn instructs Alex to kill a driver and informs Zoe of the problem. She tips off Homeland Security to bust the driver to prevent Coburn from figuring out the operation and provides them with protective custody. Realizing how Coburns works, Zoe informs Alex to get to Cam to which he successfully rescues from Coburn's men.
Mountain States Operations
Zoe receives information from a crew that Coburn is selling impounded contraband and informs Alex to collect evidence against him in Death Valley. She and other FBI agents arrest Coburn on suspicion of laundering, conspiracy to defraud, and conspiracy to murder.
West Coast Operations
Zoe keeps surveillance on Troy after he is broken out of custody by Alex under Shiv's orders. Zoe calls for backup after Alex finds Troy and after a lengthy chase, has him arrested by local law enforcement. After Shiv is taken down by Alex and arrested, she asks Alex to continue working with her on other 5-10 activity throughout the country.
The Crew Calling All Units
Prologue
Zoe recruits new police driver Clara Washington to the task force and has her try to arrest Alex as part of Clara's graduation training. Upon Clara's successful training completion, Zoe introduces Clara to the police network and other operations through the country.
Midwest, East Coast, and The South
Zoe informs Clara that a scout from the Harvesters have set up a recruitment center in a Detroit warehouse and tasks her with arresting them. Zoe then informs local law enforcement that a transmission about Harvester operatives discussing plans to ship out contraband in their overstocked warehouse was intercepted and sends out Clara and other units to catch them in act. A Harvester recruit's phone is traced by the FBI and reveals that they have become a chauffeur for a member of the New York Mafia and Clara is sent out to arrest the two.
Zoe informs Clara of Paolo who is a conveyor in the gang. He is tracked down by the FBI in The South, arrested by Clara, and charge him with speeding and resisting arrest. Clara receives the next task from Zoe to take down another person associated with the Harvesters in the Midwest controlling illegal betting on the Harvesters race activity. They are then arrested by Clara for conspiracy to commit a crime. Zoe instructs Clara to intercept a Harvestor conveyor transporting illegal cargo in The South.
Mountain States and West Coast
Zoe instructs Clara to keep watch of the gang deputy's vehicle as he sleeps in a hotel. The deputy however awakes and flees from the scene but is afterwards apprehended by Clara. Zoe informs Clara that a Harvestor scout turned up in the Mountain States the previous day and is looking to hire drivers to partake in illegal raid races and has Clara arrest them. In the West Coast, Zoe informs Clara told that she is currently on a contraband route that the Harvesters frequent and has her shut down the route by running roadside checks. In Los Angeles, Zoe tasks Clara to take down Tony C., the leader of the Harvesters.

- Amy Rosoff does not reprise her role of Zoe in The Crew Calling All Units.
- Having 5 perks available, Zoe offers the most perks to the player as the rest of the crew members offer 4 perks.
- Zoe will say various dialogs to the player if they try to drive across the border into Canada or Mexico.
- Zoe asking Alex to continue working with her is an indirect notion to the player that there are still activites to partake in after completing the story.
