Roads were a form of infrastructure that could be built between cities, allowing ground units to move 2x faster while traversing on them.
They could be built between two cities that you own or occupy, with a maximum length of 1,500 kilometers per road. They were used for transporting ground units faster during war, rough terrain, harsh biomes, or long distances.
The only disadvantage of roads was that they were very costly to build; however, they never had an preservation upkeep and they were not a major issue if the owner of the roads was equipped with a large money pool.
Roads would be replaced by another building, Infrastructure, in the 01/26/2024 Minor Update (January 26, 2024), effectively removing roads from the game. Infrastructure also shares partial mobility upgrades with roads, as it increases ground movement speed within its respective tile.

Usage

If your territory was covered in Mountainous terrain, roads were efficient for boosting the troop's mobility through the rough landscape.

Another use was to limit the amount of time your troops spending in attrition, especially in various biomes, as biomes force your units to slowly advance across over barren territory, which will severely weaken your units.
Roads could be built on occupied cities during war, especially when rushing cities on the enemy's land or moving units to the frontlines. The opponent could not destroy the road, unless if they recapture one of the interconnecting cities.
