Alternate realities
In an alternate timeline created when Dr. Leonard McCoy saved the life of Edith Keeler, Latvia was the tenth country Germany invaded during World War II. (TOS - Crucible novel: Provenance of Shadows)
In 1992 of the Kelvin timeline, Latvia was annexed into the European Territories by Augment John Ericssen, and by 1996 became part of his expanded Pax Europa before Ericssen was overthrown. (TOS - Khan comics: "Issue 2", "Issue 3")
