Kelby was a Earth Starfleet officer in the 22nd century.
History
By 2154, he reached the rank of commander, and he was assigned to the Enterprise (NX-01) as chief engineer to replace Commander Charles Tucker, after he transferred to the Columbia (NX-02). (ENT episode: "Affliction")
After Tucker returned to Enterprise, Kelby served as deputy chief engineer. He was extremely irritated by the demotion. (ENT episodes: "Bound", "Demons", "Terra Prime")
In 2155, he left Enterprise because he felt he couldn't live up to Tucker's legacy. It is unknown what position if any he took up next. (ENT novel: Beneath the Raptor's Wing)
