This high-ranking official of Neo Japan's government serves as chairman of the colony's Gundam Fight committee. Should Domon Kasshu win the 13th Gundam Fight, Karato stands to become prime minister of Neo Japan, but this timid bureaucrat isn't confident that his Gundam Fighter will be able to deliver a victory. He is often seen as a high-handed authority figure, but in fact, he puts the safety of human life first, and when the Colony Devil Gundam was deployed after the end of the 13th Gundam Fight, he gave top priority to the evacuation of the citizens. In the final battle, he boarded the Gorby II and provided support to the Gundam Union. After the destruction of the Devil Gundam, Karato and the freed Raizo Kasshu discuss the future of the next Gundam Fight.
