It rang is a paper note in Fallout 76, introduced in the Expeditions: The Pitt update.
Location
The note can be found in the Industrial section of The Pitt during Union Dues. It is on a table in the recreation room of a building in the loading yard to the Foundry.

The phone rang, I swear.
I don't care what the others think, I know what I heard.
It's her, it has to be. We always told each other this is where we'd meet if something like this ever happened.
I won't miss her call again.
