The Industrial district is a section of The Pitt. The district is connected to the Foundry.
Background
Prior to the Great War, the Industrial district served as the exterior property of the Pittsburgh Union Steel Company Foundry as well as a hardware store, a restaurant, a bakery, a convenience store, and apartment buildings nearby, likely used to provide services and residential property for workers of the Foundry.
After the War, the Foundry was occupied by the Pittsburgh Union and used to produce parts and equipment after restoring it to full working order.[1] At some point prior to 2104, the Foundry was captured by the Fanatics.[2] In response, the Union set up and fortified a base in a small section of the district, dubbing it "the Penn." They view this base as a temporary one, until the Foundry can be retaken.[3]

- ↑ Vault dweller: "What is the Foundry?"
Hex: "The Foundry is -- was -- what it sounds like. A metal foundry. Before the War it made steel products. After the War, it became a Union base. The home of the Local 42. That is, until Bloody Thursday, when we lost it to the Fanatics. Now it's a Fanatic base, a fortress they're using to wipe us out, bit by bit."
Hex's dialogue - ↑ Vault dweller: "What is this place?"
Hex: "The Penn? It's a Union base. A temporary one, at least. By now the Fanatics hold most of the better secured areas in the Pitt. You and I do our jobs well, then someday we can move next door, into the Foundry. Don't let us down, yeah?"
