Hells Eagles is a side quest in Fallout 76, introduced in the Expeditions: Atlantic City update part two, America's Playground.
Quick walkthrough
- Speak to Oscar Gonzalez at the Crater Core.
- Listen to the holotape A lead at last.
- Go to Surly's shack and deal with Surly.
- Enter the deserted mine at the Crosshair and kill the Blood Eagles there.
- Speak to Jack Hunter.
- Interview Little Rob with Jack.
- Return to Oscar with confirmation that Jack is safe.
Detailed walkthrough
The quest can be started by inspecting a poster found either at the Whitespring Refuge job board or outside of the Crater. A miscellaneous quest will direct the player to speak with Oscar Gonzalez inside the Crater Core. Oscar is looking for his friend, Jack Hunter, who has gone missing. Jack is a journalist whom Oscar describes as a "human hurricane." Oscar wants any proof that Jack is alive or dead, and will reward the player with caps for that information.
The only clue that Oscar has is a holotape Jack gave him, a coded message. With the quest Hells Eagles started, listen to A lead at last. In it, Jack describes his target, Little Rob, and how he met with one of Rob's associates at a prospector's hut near a golf course. This golf course is Hemlock Holes in the Toxic Valley, and the hut is Surly's shack, found far to the northwest. Head up the mountain trails to reach the shack, and go inside.
Surly waits inside. There are two notes inside of the shack: Journal: Hot Pursuit on a table to the left, and Surly's note in a cooler to the right, but attempting to read them will turn Surly hostile. If one does not come into combat with Surly, talk to her. She affirms that she met Jack, and says he was taken up to the Crosshair by the Blood Eagles. Afterwards, Surly offers some "buffed out" Buffout, if the player is a partier like Jack.
If one agrees to her offer, consume Surly's Buffout. Surly laughs, claiming that the player will pass out momentarily. However, it turns out the chem is a dud, and she attacks, having revealed herself as a Blood Eagle under Little Rob's leadership. After Surly is killed, search the cabin and read Surly's note in the cooler.
Head to the Crosshair, a Blood Eagle camp to the west, on the border of the Toxic Valley and the Forest. A trail heading uphill from Surly's shack will take the player directly there in short order. Several hostile Blood Eagles occupy the exterior of the Crosshair, but the real destination is the deserted mine interior at the cave there, as it is the hideout of Little Rob.
The player must clear out the mine, killing the six or so Blood Eagles inside to proceed. Afterwards, Jack Hunter emerges from the latrine, asking what the hell just happened. Once he gets an understanding of the situation, Jack says he still needs to interview Little Rob, even if the rest of the Blood Eagles are dead. Jack asks the player to join him in the interview, since they were the cause of the rest of the Blood Eagles' deaths. Additionally, Jack has taken several chems and may need the player to do some of the talking.
Follow Jack to the "throne room" in the mine. Little Rob has just woken up from his "beauty sleep," and is suspicious of the player, whom Jack introduces as his "assistant." In his stupor, Jack has forgotten the questions he was going to ask, leaving the player to devise them. The first question has three possible choices, and the second question has four. If one insults Rob at any point by accusing him of slaughtering innocents, they will need to pass a SPECIAL check (e.g. Charisma 8+ to point out Rob's kindness, Perception 4+ to rephrase the question, Luck 8+ to skirt by own professed stupidity) or else they will have no choice but to come into combat with Rob.
Jack says he will take the third and final question. He waxes poetical before asking Rob "what was the point of it all?" Rob is confused, leaving the player to clarify what Jack meant (or not). Rob says he wants to simply be on top. Once the interview is concluded, whether or not Rob survives, Jack will give the player the note To Oscar to prove that he is still alive. He says they will meet at a rendezvous spot, far away from "here," eventually.
Jack leaves, and the player is prompted to return to Oscar at the Crater Core. After the note is given to Oscar, he gives the player their reward.

Behind the scenes
The name of this quest (including the noticeably absent apostrophe in Hells) is a reference to the Hells Angels motorcycle club in conjunction with the Blood Eagles. The character of Jack Hunter is himself a reference to gonzo journalist Hunter S. Thompson, who documented his time with the Hells Angels in the 1967 book Hell's Angels: The Strange and Terrible Saga of the Outlaw Motorcycle Gangs.
Bugs
- [platforms tag needed] After reading Surly's note, she may not turn hostile as intended. If one then talks to her and chooses not to take the spiked Buffout, the quest will prompt the player to search the cabin despite the note already being acquired. To fix this, read the note a second time.[verification overdue]
- Vault Boy animation for this quest may not appear upon its conclusion, with the space for it instead being blank (see gallery).[verified] The
- [1] This was reportedly fixed with the Skyline Valley update, which also removed the second broken quest from affected players' quest logs.[patched] Previously, the quest could be started a second time after completing it, but Oscar would be missing, so players would be stuck at the "Speak to Oscar Gonzalez" objective.
