Fast Nicky is a merchant with the Lombardi Family at Quentino's Night Club in Fallout 76, introduced in the Expeditions: Atlantic City update part two, America's Playground.
Background
Fast Nicky is a wiry, hustling businessman affiliated with the Lombardi Family of Atlantic City. Like his name implies, he is fast-talking and claims to have the best selection of goods on Atlantic City's side of the Delaware River.[1] He prides himself on his business acumen, believing it puts him a step above the others in the mob who just know how to shoot a gun.[2] This gives him upward ambitions, as he encourages himself by reminding himself of his potential to reach VIP status in the Family, if he can make some big sales.[3]
Although he has something of a swindler's reputation, stemming from a time he sold someone their own shoes,[4] Fast Nicky does have reason to make legitimate money: he references a quota that is being set upon him that he must meet with his sales, lest he lose his kneecaps.[5] Despite this, Nicky says that he is not a merchant just for his own health,[6] and tries to encourage prospective customers to buy something from him with a variety of strategies. This may range from touting the thrilling prospect of "doing business" with the mafia (if only in a technical sense),[7] to suggesting hesitant customers "hit the bar" for an hour and see if it changes their mind.[8] That being said, he does not tolerate window-shoppers for too long, such as those strung out on chems, instead wanting to make room for paying customers.[9]
Regarding other members of the Lombardi Family, Nicky resents Billy Beltbuckles, believing him to be a nepotism hire,[10] and is on edge with Sal Sticky Fingers, wanting to protect his stock from Sal's kleptomania.[11] Nicky likes Fabio Mondadori, who has recognized Nicky's entrepreneurial efforts,[2] and he is watching Fabio's conflict with Concerta Lombardi closely.[12] He is also curious of the Overgrown, having heard a rumor that Tommy's brother was bitten by one, wondering if he would turn green as a result.[13] Nicky has noticed the absence of Antonio and Vin Russo, but does not know much more than that.[14] He has also taken note of Quentino Lombardi's disappearance, believing that trouble is on the horizon for the Family.[15]

Notes
Fast Nicky wears the same outfit as Billy Beltbuckles, an apparel item known as Buckled Up. However, in Billy's case, the Buckled Up outfit corresponds to his character, as the abundance of belts relates to Billy's fear of being pantsed. No explanation is given for why Nicky also wears the Buckled Up outfit, other than it being a reused asset.
