Angle Man was a member of the Legion of Doom.
History
When Luthor's mind was swapped with the Flash's, Angle Man asked him if the villains would all get a cut from the train robbery. Later, Angle Man sided with Grodd when he tried to retake his position as leader of the Legion of Doom. He was beaten to death by Heatwave during the fight that ensued.
Background information
Even though Angle Man was never named on-screen, the character is identified by that name on the special feature of Justice League Unlimited - Season Two (DVD).
