Synopsis for "Lex & Mercy"
Mercy Graves calls Superman and Superwoman to Supercorp for a meeting. The Super-couple arrive early and to their shock and mild disgust, find Lex and Mercy kissing. Mercy shows them lines of Superman-branded technology they have developed while observing his battles and says they should sell them on the open market. Superman objects, but before he and Mercy can discuss it any further, Mister Terrific calls Superman and says they have a crisis in Markovia. Lois volunteers to go instead, her first mission with the JLU, and Superman agrees. After she leaves, he tells Mercy to show him everything Supercorp has built.
In Markovia's, an ad-hoc group of Leaguers respond to an invasion of Khunds in Markovia. Hawkgirl says that the Khund should have a commander in the field and so Superwoman and the Creeper go searching for them.
Meanwhile back at Supercorp, Lena and Lex show Superman a stasis bubble they have been working on inspired by Phantom Zone technology. They intend for it to be used to keep critically injured people alive while they are taken to a hospital, and also have benevolent uses in mind for all the rest of the technology they have been working on; but Superman is keenly aware of the huge offensive potential it all has. Lena tells him that the scientists who developed it are all good people who want to follow Superman's example, and Lex says that he understands why Superman is worried and that his old self would have used the technology for evil, but Supercorp is now a force for good. Mercy also reminds Superman how she used the technology to help him and his friends during Absolute Power and argues it would be selfish not to share their technology with the world; but Superman is still sceptical and insists they shouldn't sell it for profit. Mercy says that it's his call until Lex decides to take control again. She asks Lex if he has any objections and Lex dithers over the answer. Suddenly, Chief Kekoa and the MPD enter to place Lex under arrest; although Lex was allowed out of prison when his memories were erased, now that they are coming back he has been ordered returned to jail. Lex calmly goes with them, saying he needs to pay for his crimes.
In Markovia, Superwoman and the Creeper find some Khunds working on a giant cannon. Superwoman wonders why they need such a powerful weapon when the ruined city contains no targets and wants to call Terrific before they do anything, but Creeper leaps in and attacks the Khunds. Superwoman destroys the cannon and one of the Khunds blasts her with a huge energy rifles, but she shrugs it off and knocks him to the ground. The other Leaguers have managed to capture the rest of the Khunds and Mister Terrific calls Superwoman to tell her the Khunds had attacked Markovia to test their new weapons, not seize territory. The Creeper checks out one of the guns and shows it to Superwoman, to which she says "You've got to be kidding me".
In Supercorp tower, Lena wonders how the police learned Lex was getting his memory back and Superman admits he told them. He says that he needed to be cautious in case Lex returned to his old self but Lena retorts that Lex isn't the one he should be watching, revealing that Mercy has been lying to him. Superwoman flies in and tells him Lena's right, revealing that one of the guns the Khunds were using had a Superman symbol stamped on it.
The three of them storm into Mercy's private lab and demand that she explain herself. She calmly admits to selling weapons to the Khunds and Superman fires her on the spot. Mercy's chest opens up to reveal Metallo's Kryptonite heart and she says he doesn't get to fire her. Superman and Superwoman are overwhelmed by the Kryptonite radiation and Lena rushes to help, but Mercy casually backhands her away. Mercy says that she is following Lex's original plan to remake Superman in his image. She says that the world needs Lex Luthor, but the man Lex has become can't get the job done, so she built a new one. She opens a pod to reveal a clone of Lex wearing a Kryptonian solar suit and with eyes glowing with heat vision.

- This story takes place after the events of Superman: Lex Luthor Special #1.
- Mister Terrific states that Markovia was devastated (during the Event Leviathan and the Shadow War) months ago which is clearly a major continuity error as Event Leviathan took place in late 2019 and the Shadow War around late Spring 2021.
Trivia
- In what appears to be an artist error, the scars on Lena's forehead are inverted for much of this issue.
- Also seemingly an artist issue, the bottle containing the Aftermath and Doomsday appears to have a full city inside of it, but in the previous issue it only contained their warships.
