Synopsis for "Metamorphosis, Part 3: The Economics of the Madhouse"
Legs and his homeless friends have been hired by Anarky to observe Batman and report on his whereabouts. Batman notices and confronts them over this; upon realizing who they're working for, he heads to the roof of Anarco, where Anarky is waiting for him. Batman attacks the young vigilante, saying he needs to go back to juvenile hall, but Anarky uses his hologram generator to surround Batman with illusory duplicates. Unable to determine which is the real Anarky, Batman is quickly overpowered and handcuffed.
Anarky says he's Batman's greatest admirer and that he has no interest in his secret identity, even though many criminals would pay millions for it. They discuss how he survived the airship crash: the rope his leg was caught on broke (Anarky doesn't seem to be aware that Robin saved him by cutting the rope) and he fell into the water, which protected him from the explosion, then he shed his costume underwater to fake his death and escaped to a nearby hideout. Since then, he's been training both his body and his mind to attain an enlightened state.
Batman questions why he's allowed his parents to believe that he's dead; Anarky replies that the world needs him more than they do, to save it from irrational and oppressive nuclear-armed governments. After a lengthy monologue laying out his view of the world's corruption, he reveals that the device on Anarco's roof will broadcast mind-affecting frequency across Gotham, powered by the madness of Etrigan, the evil of Darkseid, and the good of Batman, all of which he harvested during his encounters with each of them and stored in crystals.
Batman accuses him of playing God and brainwashing the city, but Anarky replies that he only wants to show people the truth about how the world works and how their choices will shape the future. Batman, unconvinced, breaks out of the cuffs and attacks, but Anarky's intensive training and his enhanced mind's ability to integrate that training better than any normal human give him the upper hand. He activates the device and exalts in his victory.
