Synopsis for "Metamorphosis, Part 4: Fanfare for the Common Man"

As Anarky's device spreads his ideas into the minds of Gotham's citizens, Batman objects that by forcing people to see the world as he does, he's violating his own principles. Anarky dismisses this argument, saying that the parasitical elites pose a threat to humanity's survival and must be stopped immediately.

The device's effects spread, bringing honesty to all corners of Gotham: a politician given a speech is shouted down as a liar by his audience, a car salesman tells his customers that his cars are ugly and unreliable, a televangelist admits that he isn't even sure God exists, and Batman embraces Anarky's viewpoint, ending their battle. Gotham's "parasites" admit that they are harming society and get herded into a fenced-off ghetto to fend for themselves. The ghetto quickly falls under the control of Scarface, who (unlike the Ventriloquist) was not affected by Anarky's device.

The rest of Gotham enters a brief utopian period, as former villains join forces with Wayne Enterprises to build a better world. However, Batman soon informs Anarky that the effects of the device are wearing off and people are returning to their old ways. The city slides back into chaos as Scarface and his minions bust out of the ghetto. Etrigan appears to taunt Anarky for his failures, and Anarky wakes up, back at the time when he first activated the device.

Batman, switching off the device, explains that it was damaged during their fight, and instead of spreading its energy across Gotham, it focused it all on Anarky himself, causing his extended hallucination. Anarky hugs Batman and thanks him helping him see what his scheme would have led to. He resolves to never try to force honesty and goodness on people, instead letting them choose it for themselves.

Anarky wants to leave, but Batman still wants to take him back to prison. They fight, with Anarky again using the hologram trick, but Batman is ready for it this time and keeps a firm hold on the real Anarky. However, Anarky anticipated this: one of the holograms is actually an accomplice in an Anarky costume, who tackles Batman while the real one swings away, Yap in one arm.
