Link's Awakening
The Surf Harp is one of the eight Instruments of the Sirens needed to awaken the Wind Fish.[1] It can be found at the end of Angler's Tunnel after defeating its Boss, Angler Fish.[1]

Link's Awakening (Cagiva)
In the Link's Awakening manga by Ataru Cagiva, after defeating the Angler Fish inside Angler's Tunnel, Link retreives the Surf Harp. After gathering all eight Instruments of the Sirens, the Surf Harp plays the "Ballad of the Wind Fish" alongside the other instruments while Link plays his Ocarina in oder to open the Wind Fish's Egg.
Hyrule Warriors Legends
In Hyrule Warriors Legends, the Surf Harp appears as an Item Card in the Koholint Island Map of Adventure Mode, which is included in the Link's Awakening DLC Pack. It increases the amount of Experience points earned.
