Arbitrator can be found on a submerged skeleton a short distance northwest of Sabrina Glevissig's shrine, northeast of the Kaedweni camp.

Can be found as random loot, spawning fairly often at the leshen guarded treasure in Oxenfurt forest, northeast from Aeramas' Abandoned Manor.
