Agent P Cleary is a minor antagonist in the 2021 film Spider-Man: No Way Home and the secondary antagonist of the 2022 Disney+ series Ms Marvel.
He is a corrupt Department of Damage Control agent who arrested Peter Parker/Spider-Man, along with his friends and aunt to try and force a confession to Mysterio's murder, using aggressive, dirty and manipulative tactics in order to do so. He later authorised Agent Sadie Deever's manhunt for Kamala Kahn/Ms Marvel after seeing footage of her using superhuman powers.
He was portrayed by Arian Moayed in his first villainous role.
Biography
Cleary was an agent of the United States Department of Damage Control. It’s unknown when he joined the organization, but it was likely sometime after the Battle of New York.
In 2024, after Peter Parker was accused of murdering Mysterio, Cleary and a group of agents arrested Parker and his aunt, May Parker. He also arrested Peter’s friends, Michelle Jones and Ned Leeds. Cleary interrogated Peter and his allies back at the precinct. Parker tried to explain that he didn’t kill Mysterio, but the drones did, but Cleary refused to listen since the drones were his. Parker claimed Nick Fury was with him during the incident and could prove his innocence, much to Cleary’s disbelief since Fury had been off-planet for the last year.
Cleary continued on to interrogate Michelle Jones, who refused to answer his questions and demanded a lawyer. Cleary proceeded to speak with Ned Leeds and managed to trick him into admitting how he had helped Peter in fighting the Vulture, as well as indirectly aiding him in getting to space. Cleary then called out Leeds for being Spider-Man’s main accomplice. Cleary went to speak with May Parker and accused her of child endangerment for willingly allowed her nephew to be involved in vigilantism. However, the Parkers hired Matt Murdock as their legal counselor and Cleary was forced to leave them alone after Murdock got all charges on Parker dropped. Later that year, Cleary had all his memories of Peter Parker erased due to Doctor Strange’s spell.
In 2025, Cleary was notified by his fellow agent Sadie Deever of an incident at AvengerCon where an enhanced individual named Ms. Marvel used her powers. Upon learning of this, Cleary immediately instructed Deever to bring the individual into custody.
Cleary later had Zoe Zimmer, who witnessed the incident, brought to his office for interrogation. Cleary claimed to be a fan of hers and asked her about what happened at AvengerCon. He then claimed the enhanced individual tried to kill her, to which Zoe retorted that the individual saved her life. Agent Deever then came into the room and found out that the enhanced individual was of Asian descent. Cleary instructed Deever to search every Temple, community center and mosque in an effort to find the individual.
Cleary was later made aware of Deever’s intentions to arrest Kamala Khan, who was secretly the enhanced individual, and her friends at Coles Academic High School. Worried that attacking teenagers could raise public backlash against Damage Control, Cleary ordered Deever to stand down, but she directly defied his orders and proceeded anyway. After learning of the mass public attention to the event, Cleary became enraged and fired Deever.
Personality
Cleary took his job as an agent of Damage Control very seriously, he had a no-nonsense attitude and a very demeaning attitude. He was very condescending to those he interrogated, such as when he accused May Parker of child endangerment. He is also very skilled at manipulating and gaslighting his detainees, such as when tricked Ned Leeds into revealing his role in helping Spider-Man defeat Vulture, and Cleary also tried tried to persuade Zimmer into turning against Ms. Marvel, despite the latter saving her life. However, Cleary does hold some standards on what boundaries not to cross, as he scolded Deever for defying his orders and publicly attacking teenagers. Though this was less out of moral standards, and was more concerned with how it would affect Damage Control’s public image.
