Talfourd was a wise judge that lived in Yew at the time of Ultima IV.
The Stranger found him inside the Court of Justice. He said that Justice is Truth in action, and that he was in charge of deciding Justice. Following a tip from a wandering druid, the Stranger asked Talfourd about the Rune of Justice. Talfourd said that it was well hidden, and asked if the Stranger could claim to be guilty of no crime ever. When the Stranger answered negatively, the judge told the hero to do penance in a cell with a felon, and to search well inside.
