Walcott (월콧, Wolkos) was an Army Commander for Hell Joe. His nickname was "The Windy".
Appearance and Personality
Similar to his counterparts, he wore a black hooded garment along wish a white mask and his lower body extended into a long lizard-like tail.
He clearly respected Hell Joe as his master and valued his opinion, as seen by his tail making a love heart when he believed that Hell Joe had placed him as guard of the entrance due to his strength.

History
Walcott was an underling of Grand De Sah. When Hell Joe overthrew the ruler of South City, Grand De Sah, Walcott joined him in the rebellion.[1] After this rebellion was successful, Hell Joe appointed Walcott as one of the Army Commanders. His title is "The Windy".[2]

The Hell Train: The Floor of Death
With Karaka's new offer being set, Hell Joe asked his Army Commanders on whether he should believe Karaka's words. The Commanders had differing opinions on whether to trust Karaka or not, with Walcott saying they should give him a chance. Hell Joe then announced to everyone on the Floor of Death the false revelation that the final piece of the Thorn was in his castle and if they wanted it, they should challenge him and his Commanders.
Later, on guard at the entrance of the castle, Walcott convinced himself of his own strength and value before seeing the oncoming Ha Yuri Zahard and Evan Edrok. Unimpressed by Yuri's confidence, Walcott attacked. Seeing her get serious, he revealed his true form and got ready to take her down before being briefly repelled by Evan's Frog Fisher. Annoyed by Yuri's unmoving nature despite having her weapons out, he got ready to attack again. However Yuri suddenly attacked, blowing away the right half of his body. Alarmed that his body wasn't regenerating he quickly fled. Seeing Sanchez attack her, Walcott attempted to sneak attack Yuri from behind but was instead obliterated and killed after being stabbed in the face with the Black March.[3]
Powers and Abilities
Much like his nickname suggested, Walcott was able to generate powerful torrents of wind from his hands.[4][5]
He later showed his full form, to which his body underwent heavy transformation and appeared as a giant with immense red horns and limbs that looked as if they were wrapped in tornadoes.[5] The power of his wind blasts presumably increased while he was in this form.

- He was most likely named after current Arsenal footballer Theo Walcott.
