The Special Executive Association for Resistance (S.P.E.A.R.) is a paramilitary group on Mobius that came about following the rise of the New Robotnik Empire. Fronted by Mr Gold, they aim to rid the world of Doctor Robotnik without the help of the Freedom Fighters.
History
Following Robotnik's return to a degree of power, S.P.E.A.R. quickly grew in numbers and, with the help of Percival James Kane, established a base in the Kane Broadcasting Company's headquarters. The team quickly gained notoriety for their harsh treatment of criminals; whilst starting small with an electromagnetic pulse on Badniks near a stock exchange, they became more violent when they used tear gas to break up a protest suggesting peace talks with Robotnik. This was followed by a raid on the Brain Drain Society, with leader General Url seriously injured and the others detained illegally. Mission head Captain Blue refused to answer for these crimes, angering Amy Rose further.
As part of Mr Gold's plans, the mysterious character secretly hired the League of Super-Evil Villains to attack his own company, indirectly hiring Fockewulf de Shrike to do the work. At the same time, Amy and Tails were invited to KBC to talk with Gold. Inside, Amy angrily asked if they were working for Robotnik, despite his pleas of innocence. Shrike managed to catch up with the heroes, as Gold planned, but the powerful Gold easily defeated the assassin and had him arrested - part of the plan all along. Tails and Amy were forced to retreat, with Gold confirming that S.P.E.A.R.'s base would not be there for long.
The League disbanded and S.P.E.A.R. tracked two of them - Windy Wallis and Doctor Genius - down to Metropolis City University. They barricaded themselves inside and took hostages, prompting S.P.E.A.R. to seal off the area and take action. Mr Gold's plans were to give them time to surrender before pumping the building with nerve gas, killing them. Amy and Tails volunteered to go in and arrest the criminals themselves. Blue thanked them on the way out, but the animosity between the factions did not subside.
Continuing their pursuit of troublemakers, S.P.E.A.R. courted controversy when they assaulted Loot the Treasure Seeker, a former villain who had turned to window cleaning since his release from prison. Captain Blue assumed that the man, who "looked suspicious" and was "creeping" around people's windows, was still in the burglary business.

- Writer Shaz originally planned to call the group G.U.N. until it was revealed that there were other plans for the name.
