A dean is the head of an educational facility such as a high school or university. On Mobius, the dean of Metropolis City University is a timid giraffe with a liking for bow ties.
History
The dean of Metropolis City University was taken hostage by Doctor Genius and Windy Wallis as they attempted to escape from S.P.E.A.R.. He was tied up and forced to listen to Genius' story of being a traitor. The giraffe was briefly able to escape to the central office and sent a message to Amy Rose and Tails by means of a giant internal screen, but was recaptured before he was able to identify the culprits.
Minutes later, the dean was rescued and led away by the Metropolis Zone police.
