Captain Tornado is a superhero from New Tek City. He is currently the leader of the Justice Brigade, sworn enemies of the Discriminators (although he only fights because heroes are meant to fight villains). Tornado is a masked bear with a "T" on his torso and shoulders and a rocket strapped to his back. Like most superheroes, he is brash and confident, often taunting his opponents.
History
In the summer of 1996, a war between the Justice Brigade and the Discriminators had escalated until a final showdown broke out on the streets of New Tek. Captain Tornado and Baron X personally led the encounter, privately brawling between themselves. At some point in the battle, Tornado took a punch full in the face, causing him to grimace. However, he revealed that it "hardly hurt" him before retaliating by smacking Baron X across the shoulder. After this exchange, Tornado and the Baron grappled with each other as carnage erupted around them.
Following the fight, Captain Tornado was one of the people seen to flee from the police, along with Sonic the Hedgehog and the Chaotix Crew, despite being a "hero".
