A scepter was something often made out of gold and used at ceremonies.[1]
On the planet Birren, scepters were used to welcome new supreme governors. They were used in conjunction with cloth-of-gold mantles. They were given to the supreme governor to symbolize that they would protect the people of Birren.[1]
On Naboo, the royal scepter was passed from one monarch to another upon the inauguration of a new monarch.[2]
