Prop 31-814D,[2] known fully as proposition 31-814D,[3] was a Galactic Republic resolution that enabled the taxation of the Free Trade Zones[5] in the Mid and Outer Rim Territories[6] and would become infamous within galactic history.[5] It was passed by the Galactic Senate[5] around 33 BBY[1] towards the end of Finis Valorum's Chancellery, much to the chagrin of the Trade Federation.[7] Senator Sheev Palpatine of the Mid Rim planet Naboo championed the effort to pass the bill.[8]
In 32 BBY,[8] pro-Federation bill concerning the Mid Rim trade routes was repeatedly debated, voted down, and re-introduced in the Senate.[4] In retaliation for the profits it would lose to the tax, the Federation blockaded the planet of Naboo,[5] additionally hoping their blockade would help their own proposed bill.[4] Unbeknownst to most, the Sith were behind the enactment of the law, as part of a long-running plot by the Dark Lord Darth Sidious—the true identity of Palpatine—to gain absolute power over the galaxy.[4] The Federation's invasion of Naboo led to Palpatine becoming Supreme Chancellor—but they had done so in part at the behest of Sidious,[9] who was the same person. This allowed Sidious to continue his plans, which culminated in the formation of the Galactic Empire with himself as Galactic Emperor.[10]
Behind the scenes
Prop 31-814D was first mentioned, albeit indirectly, in Star Wars: Episode I The Phantom Menace.[9] It would finally be identified in Star Wars Propaganda: A History of Persuasive Art in the Galaxy,[2] although "Prop 31-814D" would not be outright confirmed as the specific legislation mentioned in The Phantom Menace until the Star Wars Universe article "The Naboo Blockade" in Star Wars Bust Collection 58.[3] The article "A Certain Point of View" in Star Wars Insider 200[11] and the reference book Star Wars: Timelines date the passage of Prop 31-814D to 32 BBY.[8] However, its indirect mention in Jango Fett 4 by Ethan Sacks pushed the passage back to circa 33 BBY.[1]
