Luisa is the grandmother of Princess Elena, Princess Isabel, Chancellor Esteban, and mother to the late Queen Lucia.
Elena and the Secret of Avalor
41 years before the special begins, the wicked sorceress Shuriki of the Northern Isles invades Avalor and murders Luisa's daughter and son-in-law, Queen Lucia and King Raul. To protect her, her husband Francisco, and their youngest granddaughter, Princess Isabel, the Royal Wizard Alacazar traps them in an enchanted painting while their oldest granddaughter Elena distracted Shuriki, but was trapped in the Amulet of Avalor in the process for her protection when Shuriki tried to murder her as well to remove the only witness to her killing of Raul and Lucia and claim the throne unopposed. After that, Alacazar took the Amulet and fled Avalor, leaving Shuriki free to take over with Esteban promoted to the position of Chancellor under her regime.
41 years later, Alacazar's grandson, Mateo, frees Luisa, Francisco, and Isabel from the painting to reunite with Elena through the spell Alacazar taught Rafa before he left Avalor. Once she regains her bearings, Luisa asks Elena about Shuriki, and when Elena grimly reveals that she's still in power, Luisa decides she never should have let Alacazar trap her and the others in the painting in the first place to keep them safe from Shuriki's wrath. She stands by her eldest granddaughter as together, aided by Mateo, the Royal Family of Enchancia, and the citizens of Avalor City, they march on the palace, where Esteban turns against Shuriki and throws her wand to Elena, who breaks it in half, destroying Shuriki's magic and ending her reign over Avalor for good.
When Elena learns that she is to be ruler of Avalor now in her parents' stead as the eldest daughter and heir to the throne as Crown Princess, Luisa assures her granddaughter that she will make a great ruler to succeed her late parents and will have her and Francisco there to help her every step of the way on her path to becoming Queen while ruling as Crown Princess before encouraging Elena to greet her citizens and thank the Royal Family of Enchancia for their help in freeing Avalor from Shuriki's tyranny and putting Elena and the rest of her family back on the throne and in control of Avalor at long last.
Elena of Avalor
Luisa plays a major role in the series that follows the special, becoming a member of Elena's Grand Council as she reigns as Crown Princess to aid her until she comes of age to become Queen and succeed her late parents as Avalor's next sovereign as heiress to the throne.
However, some time later, Luisa learns that Shuriki has returned for revenge after being overthrown, and rejoined with her old allies in Fiero and the Delgado family, whom Elena had defeated previously as well with stopping the Delgados from stealing the Royal Jewels, and Fiero, with Mateo's help, when he tried to turn everyone to stone permanently to acquire the Codex Maru, including Luisa. Not wanting to lose her granddaughter to Shuriki like she did Lucia and Raul over 40 years prior, Luisa agrees with Francisco, Naomi, and Esteban to keep Elena in the castle where she is protected by Gabe and the Royal Guards non-stop. However, she is away on a diplomatic visit with Francisco and Esteban as Elena begins the hunt for the Scepter of Night to get the pieces before Shuriki does, but Gabe remains vigilant with maintaining his orders from her and the rest of the Grand Council with keeping Elena safe at all costs to ensure Shuriki can't take over Avalor again by eliminating Elena.
She does feel proud of Isabel when she starts her weekly classes at the Avalor Science Academy later on, despite Elena's worry about Isabel being so much younger than the other students there, even when Elena finally decides to go after Isabel, and help her when Isabel considers dropping out due to a jealous, egotistical student trying to ruin her work.
Luisa later travels with her family on summer vacation to Nueva Vista, only to find herself face-to-face with Shuriki and her crew when they reveal themselves to the rest of the Royal Family when they return to the palace following a parade to celebrate Elena reclaiming Avalor. They are locked up, but are busted out later by the Jaquins, Naomi, Gabe, and Mateo. They try to flee back to Avalor City, but the yacht is damaged by Shuriki. They later return back to Nueva Vista and learn that Elena has killed Shuriki for good, avenging Raul and Lucia at long last, has her cousin Duke Cristobal locked up for treason against Avalor and betraying their family out of greed for money, and watches her granddaughter forge a new friendship and alliance with the Avalor merpeople, the Sirenas. She later celebrates the Day of the Dead for the first time in Nueva Vista as well. Luisa continues to support Elena both back home in Avalor City and when in Nueva Vista as well, including when Mateo is granted his own personal quarters in the palace, only to have to deal with his mother Rafa wanting to be with him the whole time, unable to accept he doesn't need her support anymore, indicating Rafa was suffering from empty nest syndrome.
Later on, Luisa learns that Elena was nearly killed by the Delgados, but was saved by Naomi, Gabe, and Mateo. Victor is arrested, but Carla and her mother Ash manage to escape, vowing revenge for Victor's arrest.
However, during Carnaval again, when Elena manages to capture all three of the Delgados, Esteban's darkest secret of being allied with Shuriki during her original takeover of Avalor over 40 years earlier is exposed by Elena thanks to a new power she discovered in the Scepter of Light following its powerup in the Well of Crystals and noticing his anxiety over being asked where he was on that day when Raul and Lucia were murdered. Luisa is devastated by her grandson's actions that caused Elena and Isabel's parents to be killed by Shuriki. Brought before the Grand Council later, Luisa sides with Elena and Naomi with having Esteban stripped of his position as Chancellor and exiled from Avalor to Soledad Island for the rest of his life as punishment for his actions during Shuriki's original takeover, thinking it justified over how his alliance with Shuriki cost Luisa her daughter and son-in-law, though Francicso, after hearing Esteban out, was willing to forgive him, but Luisa couldn't support her husband's decision and stuck with her eldest granddaughter and Naomi. However, Esteban breaks himself, along with the Delgados, out of prison, only for Ash to turn on Victor and Carla and petrify her husband, leaving a heartbroken Carla to disown Ash as her mother while Esteban flees with Ash. Despite learning of Esteban's escape, Luisa remains faithful with Elena that Esteban won't return after being disowned for his actions against Raul and Lucia, even if he does after training with Ash.
Later on, Luisa finds herself doubting her parenting skills, so Elena calls on the spirit of her late mother Lucia to help Luisa regain her parental confidence in herself.
Finally, the day of Elena's coronation as Queen arrives in the series finale "Coronation Day", but she's called away when word comes of Ash and Esteban being in Nueva Vista, leaving Luisa back in Avalor City with Francisco and Isabel, who is ruling as acting Crown Princess due to Elena's impending coronation as Queen. While Elena is in Nueva Vista and protecting both the people there and the Sirenas of Coronado from her cousin and Ash, word comes that Esteban is attacking Avalor City with the Four Shades of Awesome on his own, without Ash. As Elena's little sister and Crown Princess, Isabel musters the defenses, but only manages to overpower the first of the Shades in Hetz by turning his own power of lightning against him to send him back to the Spirit World before being overrun, forcing her to find Elena to get reinforcements. Luisa takes refuge in the throne room with Francisco when Esteban and Cahu the Time Shade enter to claim it. Despite their attempts to appease to Esteban's better conscious and make him see reason at how he'll be hated as ruler if he takes over, just like with Shuriki, their attempts to get him to reconsider his evil acts leads to an annoyed Cahu turning both Luisa and Francisco into a stone tablet to shut them up from further attempts to stall the takeover, essentially fossilizing and killing them. Horrified, Esteban demands she restore them, but Cahu reveals that the Shades were only using Esteban for their own intentions as they plan to take over Avalor now, and also calls Esteban out on his fatal flaw: Trusting others, just like he had done with Shuriki, only to be double-crossed by them, leaving Esteban to feel he's beyond redemption now. Luisa and Francisco are later restored unharmed by Elena when she forgives Esteban, allowing her to unlock a new power in her magic to undo all of the Shades' damage to Avalor and return it to normal. Once the Shades are defeated, Luisa attends Elena's coronation with the rest of her family, friends, and allies in the Royal Family of Enchancia.
