Eudora is one of the fifty Nereids, specifically being the Nereid of gifts from the sea.
History
Eudora was once the admissions director and counselor for Hecate's magic school before she shut it down in 1914. The school was Eudora's idea to help both perspective talented students and the lonely goddess of magic.

Eudora first appears to Percy after he jumped off the Arch and landed in the Mississippi River, encouraging him to not give up, relating to meet her later at Santa Monica Beach, and advising to not trust gifts.
She later meets Percy off the beach of Santa Monica, where she gives him Poseidon's Pearls, which were later used to safely return him and his friends from the Underworld, to the sea.

Eudora calls Percy to the Guidance Counselor's office at Alternative High School on his first day there, having replaced the mortal guidance counselor so she can advise him on his application to New Rome University. When trying to explain that there would be difficulties in him attending the school, she sends him to the Atlantic Ocean to speak with his father.
A few days later, Percy asks her where the River Elisson is and she is hesitant as she will be kicked out of her yoga class if she does, but sends him to, Yonkers, the general location of the river.
A few days later, she calls Percy in for a progress report. She is pleased but becomes fearful when he mentions Gary and leaves. Before leaving she tries to talk Percy out of his quest and warns him that finding Gary could get him killed.
After Percy comes in late after the weekend, Eudora calls him in for a progress report and is thrilled that he has completed the quest. She compliments Percy and reminds him he still needs two more letters of recommendation.
Wrath of the Triple Goddess
When Hecate arrives at Alternative High School looking for Percy for a quest, Eudora hides and spends much of Percy's week working for Hecate in hiding, much to the demigod's frustration. When Chiron ends up at AHS as a substitute history teacher, he is surprised to find out that Eudora works at the school and notes that seeing Hecate again must've been quite the shock for her. However, the centaur refuses to explain Eudora's complicated history with the goddess to Percy.
After finding out about Hecate's magic school, Percy finally gets Eudora to come out of hiding and she shows Percy what the goddess has been up to, expressing concern that Hecate will come after her if Percy fails. Eudora admits that she had suggested Percy for Hecate's task and that the goddess had approached her for the first time since 1914 to ask the Nereid what she thought of the demigod. Desperate to impress the goddess, Eudora told her that she thought that Percy was quite competent.
Percy realizes that Eudora was a part of Hecate's magic school and Eudora explains that the school was actually her idea because Hecate gets so gloomy when she's on her own and Eudora had hoped that teaching young witches would be good for her. Eudora was the school's counselor and admission's director, bringing promising demigods, mortals, nymphs and centaurs to the goddess of magic who found it rewarding as Eudora had hoped. Then World War I broke out and the students took sides, turned on each other and Eudora didn't know how to close the rift while Hecate refused to intervene. Things got nasty at the end and Hecate kicked everyone out, swore never to teach again and blamed Eudora for putting her in that position in the first place. Percy feels bad for the Nereid as it sounds like she was only trying to help a goddess who was hurting and had it backfire on her spectacularly. Eudora bemoans the fact that all she had wanted to do was help when there's so many talented young people in the world, not all of whom fit in the demigod camps such as the naiad sisters who went into retail after C.C.'s Spa and Resort was destroyed. Percy decides not to tell Eudora about his disastrous encounter with the naiad sisters while looking for Gale.
When Percy returns to AHS after the quest, he informs Eudora of his success as well as the fact that he's convinced Hecate to reopen her school and Eudora is so happy that she melts into a puddle. Percy also convinced Hecate to rehire Eudora once she's done helping Percy get into New Rome University. Excited, Eudora promises to help the demigod get into any college that he wants.
Appearance
In The Lightning Thief, Eudora was described as having flowing black hair, distractingly beautiful eyes, and wearing a dress of green silk.
In The Chalice of the Gods, she has oysters in her curled, gray hair and wears bottle glasses. Her dress shimmers like a jellyfish membrane.
Under her Mist disguise, the oysters in her hair were not visible.
One of the oysters in her hair can act like a telephone, allowing Eudora to communicate with Poseidon.
Personality
Eudora appears to be a fairly serious person, completing her allocated tasks to the best of her abilities, although she can also be a bit excitable.
In The Lightning Thief, she displays empathy for Percy's situation given the similarities he saw between her and his mother.
As the Nereid of gifts from the sea, Eudora enjoys helping people. Poseidon mentions that Eudora had volunteered to act as Percy's guidance counselor and help him get into New Rome University as a result. However, the demigod finds her a bit much to deal with and Eudora, despite her good-hearted attempts to help, knows little about Percy in turn such as not knowing that he only likes blue food when she offers him Jolly Ranchers. When Hecate shows up looking for Percy's help on a quest, Eudora recommends him in an attempt to impress the goddess and then spends the week hiding out from Percy, much to his frustration. After learning of the Nereid's complicated history with the goddess, Percy is more understanding and forgiving and impressed by Eudora's attempts to help Hecate with a magic school. When Percy gets the school reopened, Eudora is so excited that she literally melts into a puddle. The news that Percy even got the Nereid her old job back causes Eudora to tackle the task of getting Percy into college with even greater enthusiasm, telling him that she'll help Percy get into any college that he wants, not just NRU.
Trivia
- While Eudora was the first Nereid to appear in the series, appearing in the first book, her name was not revealed until The Chalice of the Gods, more than four in-universe years after Percy first met her.
