Cestro is the Blue Aquitar Ranger of the Aquitar Rangers. He is an Aquitian that requires waters of Aquitar in order to live.
He is also referred to as Blue Alien Ranger on Earth, as well as Mighty Morphin Alien Blue Ranger, a variation on his alternate in-show label, though it is more in reference to the show itself than a proper label.
History
At some point in his life, Cestro, along with the other Aquitar Rangers were given their Power Coins and Battle Borgs by Ninjor, the guardian of the Temple of Power.
Alien Rangers
Like his Mighty Morphin counterpart, Billy Cranston, Cestro is a technological genius. When Billy successfully managed to restore his own age by means of the Power Coins before they were destroyed, he and Cestro frequently worked together to find a similar cure for the other Rangers - as well as finding a means to keep the Aquitians hydrated with pure water. In this way, Cestro was the Aquitar Ranger who received most attention in storylines (alongside Delphine, the team leader).
Zeo
Rise of the Zeo Rangers
When Zordon shows them exactly how: by using the completed Zeo Crystal as their new power source. However it is pointed out there is only enough power for five while there are six Rangers. Billy suddenly interrupts and announces to Zordon that he intends to step down from active service as a Power Ranger, he mentions having realized through working with the Alien Rangers including Cestro that he could be more useful to the team as a technical advisor. 
TV STORY-A Zeo Beginning, Part II
Return to Earth
Cestro and the other Aquitians are at war with the Hydro Contaminators, thousand of Hydro Contaminators were able to contaminate the water of the planet Aquitar, wrecking their computers, unable to teleport and power up their Battle Borgs. Cestro goes to Earth in a little shuttle, landing in Angel Grove Park, meeting Goldar, Rito, Bulk and Skull. The door opens to unleash a stream of water out, and Cestro comes out of the shuttle disoriented, scaring the group as he asks where Billy is.
Helped by Bulk and Skull, Cestro meets with Billy again in Angel Grove. At the Power Chamber, Cestro explains to Billy that a race called the Hydro Contaminators are at war with Aquitar. He adds that they are working on a weapon capable of destroying the Hydro Contaminators, and Billy offers his assistance to help finish the prototype. But they have a strict two hour time before the space travel window closes. Suddenly, the alarm goes off as a Hydro Contaminator lands on Earth, and Cestro fears that if left unchecked, it could destroy the Earth’s water supply. While Alpha contacts the Rangers, Billy, and Cestro head back to the latter’s shuttle to get the prototype. However, once they get the gear, the Hydro Contaminator confronts the two, only for the Rangers to attack him.
At the Power Chamber, Cestro apologizes for bringing his problems to Earth, but the others reassure him that it’s not a big deal. Alpha locates the monster, and the Rangers teleport there while Billy and Cestro complete the weapon.
After that, Billy uses the Zeo Rangers' Arsenal in conjunction with Cestro’s weapon, hoping it would create a Zeo Blaster, Billy knows it needs more work to function on Aquitar, the Zeo Blaster should work well on Earth. While Cestro isn’t sure if he can make the modifications himself, Billy reveals that he’s coming back to Aquitar with him, wanting to return the favor when the Aquitar Rangers came to help Earth.
After the Zeo Rangers with the Zeo Blaster destroy the Hydro Contaminator in the park, Billy and Cestro board the shuttle, but they leave before the Rangers could have a chance to say goodbye. All that remains is Billy’s chemistry textbook in the crater. TV STORY-Graduation Blues
Helping the Gold Ranger
On Aquitar, the Gold Ranger has been retrieved from Pyramidas by Cestro who returns him to the Aquitar Rangers' base where he is met by Delphine. The Gold Ranger then demorphs into an unfamiliar figure who tells Delphine that he's losing control of himself and needs Zordon. Delphine tells Cestro to contact him immediately.
Meanwhile, Tommy, Rocky, and Kat have been summoned to the Power Chamber, arriving just as Delphine and Cestro make contact. They explain that the Gold Ranger is there but his genetic make-up is incompatible with Aquitar. They introduce the Gold Ranger as Trey, Lord of the planet Triforia. The Machine Empire has also been made aware that the Gold Ranger survived but is ill, and Mondo plans to attack since he's bound to return to Earth
Cestro and Delphine begin the process of teleporting the unconscious Trey of Triforia to Earth as he needs to get there straight away if he has any hope of survival. TV STORY-Revelations of Gold
Goes to Earth to help Billy
When Billy started suffering from accelerated aging because of the regenerator he used to restore his proper age had a side effect, Delphine and Cestro of the Aquitar Power Rangers arrived to help. The Alien Rangers attempted to restore Billy using a Regenerator of their own design, but the device backfires and takes out the teleportation unit. Though Delphine and Cestro repair the device, they needed very fresh water for it to work as the backfire has contaminated the water they brought with them. Rocky suggests going to Angel Grove Falls, and Billy recommends that they take the Zeo Jet Cycles.
Back at the Power Chamber until the Zeo Rangers appears with the repaired Regenerator, Cestro use the device but fails to have any effect on Billy. Between this failure, Cetro and the other Rangers, They receive a transmission from Red Aquitar Ranger Aurico who says that he, Tideus and Corcus are standing by to offer assistance at the first sign of trouble.
Suddenly, he and the other Rangers sees how Zordon picks up a reading in the Zeo Zord holding bay, specifically inside the Zeo Megazord. TV STORY-Rangers of Two Worlds, Part I
Teaming up with the Zeo Rangers
With the Zeo Megazord on a rampage and Billy still trapped inside, Cestro and the Rangers try to repair the damaged teleportation unit so as to get him out of trouble. The targeting systems are still offline, making a precision teleport from within the moving Megazord impossible, so the Rangers launch the Super Zeo Megazord to hold it in place long enough to get a lock. Thanks to Cestro's "unique" repair methods, Alpha is able to lock on and teleport Billy back to the Power Chamber.
But Cestro and the rest of the other Rangers in the Power Chamber sees Cog Changer has commandeered the Zeo Megazord, when Impursonator have control of the Super Zeo Megazord.
When the Zeo Rangers return to the Power Chamber after a short fight, Delphine reports that there may be a way to save Billy. She tells them of the Eternal Falls, a mystical source of water which keeps her people young and healthy, but Cestro warns that its effects on humans are unknown. Billy is willing to take the risk and has asked that a friend of his from Aquitar, Cestria, bring him some of its water.
As Cog Changer and an army of Cogs converge on Angel Grove Colosseum, along with Impursonator. The entire team of Aquitar Power Rangers join the Zeo Rangers, sparking an enormous battle royale between Rangers and monsters.
When Delphine indicate the rest of the Aquitar Rangers teleporting in the specific place the five Aquitar Rangers morphed into their Ranger forms and team up with the Zeo Rangers against Cog Changer, Impursonator and several Cogs. During the fight Cestro easily defeated some Cogs, he uses the Aquitar Waterfall against them. However, he and the other Aquitar Rangers are attacked by Impursonator, but the Aquitar Rangers counterattack by crossing their Aquitian Sabers using the Aquitar Explosion successfully defeated the Impursonator but she's not destroyed.
At the moment when Cog Changer and Impursonator became gigantic by Klank & Orbus and Lord Zedd and Rita respectfully, Delphine and the other Alien Rangers with Jason Lee Scott defeated the rest of Cogs. he later returns to Aquitar. TV STORY-Rangers of Two Worlds, Part II
In Space
During the invasion of the universe by Dark Specter's United Alliance of Evil's attack on the galaxy, Cestro and the other Aquitar Rangers battled Divatox's army on Gratha, where they were defeated. Whilst Cestro and the other Aquitian Rangers are restrained, Ecliptor appears in the sky to announce that Dark Specter has been destroyed and that Astronema is now the Queen of Evil. The following day, after Andros the Red Space Ranger destroyed Zordon's energy tube, freeing a great golden wave of energy that goes through the universe. Most of the villains, with the exception of Divatox, are turned to dust, the Aquitar Rangers were save by Zordon's Energy Wave.
Megaforce
Cestro along with the other Aquitar Rangers and other Ranger teams are seen in Troy's premonition about the Legendary Battle. TV STORY-Mega Mission

Super Megaforce
When the Mega Rangers receive the new Legendary Morphers, what makes the Mega Rangers access to Legendary Mode, Cestro along with other Rangers are seen briefly in another vision/flashback, when Gosei talk about to the Mega Rangers to take the form of the past Rangers using the Legendary Ranger Keys. Emperor Mavro was defeated, but the remaining thousands of X Borgs still stand. Tommy gathered all the existing Power Rangers, Cestro returned with his fellow Aquitar Rangers as part of the army of Legendary Rangers led by Tommy that helped the Mega Rangers defeat the Armada once and for all, fighting in a huge battle against hundreds of X Borgs and dozens of Bruisers. After the demise of the X Borgs, Tommy shook hands with Troy and teleported off along with Cestro and the Legendary Rangers. He then returns to Aquitar. TV STORY-Legendary Battle
Dino Fury
Zayto activates the Legendary Ranger Database, showing Master Blue that Master Green came to them after the Dinohenge statues were destroyed and restored them to normal. Also, Zayto says that he found Ranger teams who were saved in their darkest moments through unexplained reasons and shows them three specific moments. Including the Legendary Battle where all the Legendary Rangers including Cestro and the other Aquitar Rangers coming to the aid of the Megaforce Rangers in the Legendary Battle and helping them defeat an entire army of the Armada's X Borgs. Ranger Key
The Blue Aquitar Ranger Key is Cestro's personal Ranger Key. This key along with the majority of the Core Ranger Keys are seen lining the Command Center's interior walls. This key is mainly used by Noah Carver (Super Megaforce Blue) who uses it to fight as the Blue Aquitar Ranger.

- Of all the Aquitar Rangers, Cestro has made the most return appearances.
- Cestro is the only one of the Aquitar Rangers to morph individually on screen. All of the others only morphed as a group.
