The Ice Rock is an ice-covered rock that enables Eevee to evolve into Glaceon that was introduced in Generation IV.
It allows Eevee to evolve into a Glaceon when leveled up in the same level/area containing it. Doing so overrides the mechanic of evolving into Espeon, Umbreon and Sylveon.
In Pokémon: Sword and Shield, the source of evolving Eevee into Glaceon has been changed into being exposed to an Ice Stone.

In Sinnoh, an Ice Rock is located in Route 217.
In Unova, it is located in the lowest level in Twist Mountain.
In Kalos, it is located in a small area accessed from a surf-able river in Frost Cavern.
In Hoenn (Omega Ruby and Alpha Sapphire), an Ice Rock is located in the lowest floor in Shoal Cave when in low tide.
In Alola, it is located inside the cave area of Mount Lanakila.
In Hisui, it is located within the Alabaster Icelands, in a subterranean cave in the Bonechill Wastes
