Shiki (式 Shiki) is an organization that was secretly created for the purpose of gathering togabitos, or anyone who appears to be one, to seperate them from society and from "The Box of Togabito" (咎人の箱) that some of them got caught in. The main lead of the organization is Man with the Scar.
Overview
Shiki is an organization of mostly togabito, under the control of Mashiro Mutsuki. It is said that their main goal is to free togabito from the Box of Togabito. This organization also serves to help Mashiro's experiments.
Shiki's main base is unknown. Though we know that the Mashiro Mutsuki's office is underwater and might be connected to an underground lab that is connected to Shiki's building. Most of the people who are a part of said organization are togabito, each one having their own different and interesting appearances, abilities, personalities and more. Many of these members are the result of Mashiro's many experiments[1].
On missions, they operate in pairs of two. To maintain control, all members are infected by Elf cells, which allows them to monitor each other's actions and movements, as well as taking away their agency in the long run.
Goals
Shiki's stated main goals are[2]:
- Erasing everything the World Administration Authority has created.
- Giving togabito their freedom.
To achieve this, they take several other actions, such as recruiting other togabito and putting together a "key" that contains records on togabito and their abilities. They are also intent on making Nanba Prison fall, to personally hurt the World Administration Authority's pride.
Another keystone goal for them is to capture Rokudo, who Mashiro can't allow to die due to his ability to create more togabito[3]. He also has a vested interest in Jyugo, due to the effect Jyugo has on others' abilities.
Contradictions
Despite Mashiro claiming he wishes for the freedom of togabito, it has to be noted that the declaration of his goals was directed towards Taura Twisters, who was a neutral observer at the meeting, and he wished to give a good impression, because Shiki's behavior doesn't align with these stated goals.
Mashiro himself has experimented on many togabito, and has changed humans into togabito through those experiments. Members of Shiki are forced to remain within the group due to the implantation of Elf cells and are heavily policed by each other. The members are exceedingly violent, both to outsiders (Six killing a random policeman and Manji mutilating people's bodies) and also each other, with Mei and Ido ripping off the fingernails of members perceived as stepping out of line, and Jin being fitted with a shock collar for the other members to keep her in line.
All this to say, that Shiki's actions and motivations should be analyzed carefully.
History
Shiki was active in some form for more than a hundred years[4]. Natsumi was one of the earliest members, and is now the oldest surviving subordinate. Isou has been a long-time member as well, and helping Mashiro's experiments.
One of Mashiro's oldest experiments in Shiki, was the repetitive cloning of his daughter, who had died while pregnant with Rokudo's baby, in order to obtain Rokudo's child. Many experiments were ongoing at the same time. Elf would be synthesized six years after a successful trial of that experiment.
Shiki also used to have another special organization of researchers to work with them, that was also created by the Man with the Scar, and that organization's name is Fragment, or "Team F" for short. But later on, that said organization betrayed Shiki and took away some parts of the "key" that Shiki are currently looking for.
Shiki became heavily involved with the case of Noriko Sanzou, and Mashiro and Natsumi made the trip out to the Gokuu family mountains to retrieve her, meeting Mao Nimaijita along the way. They experimented on Noriko but eventually decided to leave her behind to be buried alive by her family.
Natsumi is eventually killed by Mikazuki during the many times in the past Shiki has tried to capture Rokudo[5]. Musashi was wrongfully imprisoned and experimented on by Shiki, too.
