Roy is a street racer who challenges the player a total of four times during Career Mode (two times in Atlanta and two times in Detroit).
History
Roy is a racer of Atlanta, a member of the American Royalty Car Club. He first encounters the player when the player arrives in Atlanta to attend a DUB Tournament. Roy challenges the player, in which, he initially drives a 1969 Dodge Charger R/T for his first encounter, but the player wins. In anger, Roy challenges the player again after he defeats Lamont. This time, Roy drives a 1999 Dodge Charger R/T (concept). Roy again loses. Then an American Royalty Car Club meeting is announced in Detroit, and Roy attends it.
Roy finds the player in Detroit, who enters the city after having defeated him for the second time back in Atlanta, along with either Naomi or Cheng, and challenges him again. This time, Roy uses a Dodge Viper GTS-R. Roy fails again.
In the US Championship Series, Roy, having given up on Mopar, as evident by it's license plate, drives a McLaren F1 LM, but gets defeated by the player again.

Trivia
- His cars plates feature the word Mopar, the performance company of Chrysler.
- His McLaren F1 LM's plate, BYEMOPR is a tribute to his previous Dodge cars as he switches to McLaren instead of using the Chrysler ME Four-Twelve, which Ceasar uses.
- Despite being a member of the American Royalty Car Club, the Dodge Charger R/T Concept and Dodge Viper GTS-R are listed in the Tuner vehicle type, but do not have any body kit customization options.
- Some hidden data via Cheat Engine suggests Roy was originally going to drive a Chevrolet Corvette (C3), the prize of the American Royalty Car Club for the U.S. Championship Series, until it was decided that every racer must come in an Exotic car instead.
- Roy is the only racer with the most recurring appearances; four in total.
