The New Mill was the name for the mill that replaced the Old Mill during the War of the Ring in the Shire.
History
After Lotho Sackville-Baggins was able to gain control of the Shire through his dealings with Isengard and Saruman, he began a major buying-up of property throughout the lands of the Shire. His goal was to industrialize the Shire and make it more productive for his own gains. One of the new projects was the expansion of the Sandyman's mill. Before the war, the building was simply next to the river with only one known water-wheel. Lotho had the old building knocked down by the Ruffians and the building they built was a larger one covering the river. Inside the New Mill there were many grinding wheels and other strange unknown devices. Lotho's idea was to grind more and more grains faster and Ted Sandyman approved of it and worked there for the men cleaning the wheels.[1][2]
