The Master (統制者, Tōsei-sha) is the Ruler of Order (統制を司る者, Tōsei o Tsukasadoru-mono), the creator of the Undead, and the overarching antagonist of Kamen Rider Blade. It is the administrator of the Battle Fight, which commands the Undead to fight each other and communicates through a black sealing stone called the Monolith (モノリス, Monorisu).

History
Kamen Rider Blade
The Ruler of Order and Ruler of Chaos have presumably existed since time immemorial, with their simultaneous presence maintaining the balance between order and chaos of the world. The Master is the ruler of order while its other half, the Destroyer, is the ruler of chaos[Kamen Rider Blade 20th Anniversary STAGE&TALK]
During the first Battle Fight, the Monolith - an extension of the Master - released the Undead and subsequently sealed them when they were defeated once the Human Undead became the victor. During the present time, the stone was kept in Hiroshi Tennoji's possession in order to fulfill his nefarious plans, such as the creation of Kerberos. Hiroshi used the power of the Monolith to start the Battle Fight once more in the present day by unsealing most of the Undeads. In truth, he desired to take advantage of the Battle Fight to attain godhood and take the power of the Master for himself.
With Tennoji's death at the hands of Kanai, as well as the latter's own sealing by Sakuya Tachibana, the Joker Undead Hajime Aikawa was the last one standing, becoming the winner of the modern day Battle Fight. The Monolith released an innumerable amount of Darkroachi. The Darkroachi began to carry out their objective of annihilating all life on the planet, until Kenzaki chose to mutate himself into another Joker Undead.
Since there was another active contestant in the Battle Fight, the original Joker was no longer considered the winner and the Darkroachi vanished as a result. The Master commanded Kenzaki and Hajime to fight one another as Undeads to find out the final victor, with Kenzaki refusing to do so. The Battle Fight henceforth continued indefinitely. However, Kenzaki ended up having to go away from humanity lest he would be influenced by the Master into battling his friend.
Kamen Rider Zi-O

The Monolith appeared once again, prepared to eliminate all life on Earth, after Another Blade stole Kenzaki and Hajime's Joker Undead powers, becoming the sole Undead and victor of the Battle Fight. Another Blade was eventually destroyed by Kamen Rider Zi-OTrinity's Trinity Time Break Burst Explosion kick.
No longer able to sense the presence of an Undead, the Master's monolith vanished from the world. [2019: Trinity Has Begun!]

The Master had remained inactive ever since the events of Kamen Rider Zi-O. Unbeknownst to it, the Ruler of Chaos intended to start the Battle Fight anew, believing that the Battle Fight had ended when Kenzaki and Hajime became human.
After the Destroyer's machinations had been put to an end by the Kamen Riders, leaving only the two Joker Undead in the world once more, the Master reawakened from its slumber to continue its management of the Battle Fight. It briefly had a conversation with the Ruler of Chaos, allowing the other to keep overseeing the world for a while longer. [Kamen Rider Blade 20th Anniversary STAGE&TALK]

The Master and the Destroyer got tired of the stalemate between Kenzaki and Hajime and tried to break it. Approximately 300 years later they transported all of humanity to another planet with three moons, rewrote humanity's memories, and manipulated events to make the two Jokers fight, down to creating a new species of Undead immune to the Earth-made Rider Systems, and turning Tachihara and Satsuki into the next-generation Garren and Leangle.
The Master merged with Blade in Joker form and Tougo into a giant Undead to attack civilians in the Domed City while the Destroyer merged with Chalice into a similar form to fight them. Kenzaki and Hajime unmerged from the two entities after Kenzaki came to his senses, and the Master and Destroyer combined into a two-headed entity with Tougo still inside them to attack the Riders. The four Riders were ultimately able to defeat the entity and rescue Tougo. The Master and Destroyer were then sealed away by a white stone slab with chains around it. With the defeat of the two, humanity was transported back to Earth where they began rebuilding society, and Kenzaki and Hajime became able to have yearly meetings with each other.[Novel: Kamen Rider Blade]

- According to designer Yasushi Nirasawa, the Monolith's shape was based on a request to make it a little more twisted.[1]
- Strangely, in Kamen Rider Zi-O, the Monolith produced multiple Joker Undeads to restart the Battle Fight, rather than summoning the Darkroachi to do so.
