Dr. Bartley is the deuteragonist of the Treehouse of Horror XV short "Four Beheadings and a Funeral".
Biography
Dr. Bartley is shown to be Eliza Simpson's detective partner in Scotland Yard in 1890.
They investigate the unsolved murders of woman by swords and at first believe C. Ebenezer Burns is the culprit after finding him in a opium den however burns turns out to be innocent so they're next suspect is Homer who they turn to the police and just when he's about to be hanged they find out Inspector Wiggin is the real murder after Lisa discovered eel-pie covered fingerprints on the sword use to kill Patty causing Homer to be cleared of all charges.
Trivia
He is based on Dr. Watson from Sherlock Holmes.
