Howard is a mechanic aboard the White Base during the One Year War. While Amuro Ray is in the brig, after having returned from going AWOL with the RX-78-2 Gundam, Hayato Kobayashi, Kai Shiden, Maximilian and Howard all attempt to desert the White Base in a buggy over Bright Noa's preferential treatment of Amuro. Ryu Jose pursues them in a jeep, and catches up with them. They claim to be leaving to try to join up with a different Federation unit and an argument ensues, but is interrupted by sound of the Ramba Ral Unit's Gallop passing by. Ryu jumps back in his jeep to return to the White Base, with Howard and Maximilian agreeing to return with Hayato and, though Kai drags his feet, the four all return to aid in the defense of the ship, jumping their buggies off a cliff and onto the White Base's deck.
Howard remains with the White Base crew when they reach Jaburo, and returns to the ship in a buggy when Zeon amphibious forces begin to invade. Following the Battle of Jaburo, the White Base returns to space join the Tianem Fleet. During the Federation's attack on Solomon, Sleggar Law returns to White Base for a resupply and repairs to his G-Fighter, and he taps Howard to head the effort. Marai Yashima comes down from the bridge, and asks Howard where Sleggar is and he directs her to the pilot's ready room.
