Neptune Shoukaku is the leader of the 5th Division of the Harusame pirates He is the strongest and most athletic of the group.

At the very core of his personality, he is a warrior. He greatly enjoys battle, as seen in his fight against Katsura, and he prefers fighting by himself. He also has honor, this is seen through the fact that he told his soldiers to stand down and admitted defeat after losing to Katsura. He doesn't care for rules or regulations, caring more for freedom.

- Immense Strength: Neptune Shoukaku shows Immense Physical Strength as seen in his fight against katsura . He is able to break buildings with his weapon.
- Skilled Spear User: He is able to use his spear skillfully as we see in his fight against katsura . He is able to destroy many structures using his spear but it was eventually broken by The Rampaging Noble.

- The appearance of himself and his weapon are based on Sun Wukong, the protagonist of the Chinese novel, Journey to the West, and his Ruyi Jingu Bang.
