A king is the ultimate ruler in a country, and in the Ranger's Apprentice universe, there are several of these. During Will's apprenticeship, King Duncan ruled over Araluen, King Henri over Gallica, and King Swyddned over Celtica. Each of the eight kingdoms of Hibernia had a separate king to each kingdom. Despite his crown, King Henri has no real power over his land other than La Rivage, where he holds court, although more power was apparently given to the position after King Philippe took over after an uprising.
The Temujai, Arridi and Skandians do not technically have "kings", but have Sha'shans (Temujai), Emrikir (Arridi) and Oberjarls (Skandians). The people of Nihon-Ja and Byzantos have an Emperor or Empress.
Kings in the RA Universe have essentially the same role as the real medieval kings; to keep order, lead the army into war, work as a judge, and to keep things stable throughout his kingdom along with their Barons or Lords, Shans or Jarls
