Hugo is a guerrilla for La Moral who will be captured by The Dentist and then freed by Dani in the "Room Service" operation. Unfortunately for Hugo, The Dentist did not uphold the Hippocratic Oath and thus Hugo was tortured for intel until Dani Rojas came to save him.
