Roller is a member of the Scorpions gang living in the Monte Carlo Suites in 2281.
Background
Roller is a named member of the Scorpions gang who is usually found making use of a workbench accompanied by another thug in a room inside the gang's main hideout, the Monte Carlo Suites. The suites are a crumbling budget hotel that upon entering, the Courier will encounter the Scorpions, including Roller. Like other raider gangs in the New Vegas area, he will actively fight against all intruders.

Notes
During development, it may have been planned to allow the Courier to interact with the Scorpions gang, with Roller serving as a merchant dealing in chems, as evidenced by him owning a merchant chest in the vendor cell. This function is not present in the final release.
