Specialist Olin is a member of the Brotherhood Outcasts residing at their outpost within the Virtual Strategic Solutions facility at Bailey's Crossroads in the Capital Wasteland, put in charge of overseeing operation of the Anchorage Reclamation simulation. She appears in the Fallout 3 add-on Operation: Anchorage.
Background
Like all of the Outcasts, Olin once swore loyalty to the Capital Wasteland chapter of the Brotherhood of Steel led by Elder Owyn Lyons. Following the Schism when Lyons declared his defiance of the Lost Hills elders and went rogue, she joined Henry Casdin and other hardliners in splintering off into their own organization.[1]
Sometime prior to 2277, the now-Specialist Olin joined the Outcast group led by Protector McGraw in taking over the pre-War Virtual Strategic Solutions facility within the ruins of Washington D.C. Her technical skills and computer expertise earned Olin the role of maintaining and running the facility's technology suite including a fully virtual simulation recreating the events of the Battle of Anchorage (albeit a heavily edited version).[2] Once the Outcasts discovered the facility's heavily-guarded armory, they reasoned that it contained a treasure trove of pre-War technology and started working on finding a way to unlock the security seal.[3][Non-game 1]
In her efforts to unlock access to the simulation which was tied to the armory lockdown, Olin discovered that it required the use of both a neural interface suit and an external device like a Pip-Boy.[4][5] She put the Outcasts to work finding and bringing anyone with one to her, of which included a chance encounter with a Gary clone from Vault 108. When the maddened clone failed to cooperate with their orders, Olin made the choice to amputate his arm and recover the device, only for this to result in both the death of the clone and the Pip-Boy's irreversible deactivation (it requires a living wearer), earning her the derision of Defender Sibley for her grisly and ultimately fruitless decision.[6]

Quests
- Aiding the Outcasts: Olin gives the Lone Wanderer the neural interface suit needed to enter the Anchorage Reclamation simulation and directs them to enter the simulation pod.
Other interactions
- Upon first meeting Olin, having the Lady Killer perk unlocks dialogue to get her to calm down and allows for asking her questions about the Outcasts and the simulation in greater detail.[7]
- When questioned about the simulation, Olin expresses her belief that it was developed to train soldiers for the actual liberation of Anchorage. This conflicts with other evidence including terminal entries and even cut content suggesting the simulation was developed by General Constantine Chase post-Anchorage and is intended to be a (potentially inaccurate) recreation, not a training exercise. Details in the simulation itself, such as the soldiers posing for the picture that became the Anchorage Memorial statue and the presence of Vertibirds, also support the simulation's development occurring after the battle.[2]
- If the player character assists McGraw in defeating the mutinying Outcasts after completing the Anchorage Reclamation simulation, she will offer her services as a repair vendor up to 50% of an item's condition.[8]
