The Underground is a major location in Fortune City in Dead Rising 2 and Dead Rising 2: Off the Record. This subterranean network of tunnels, as suggested by its name, is situated beneath the city and becomes accessible as the player advances to Case 2-2: Ticket to Ride (Case 3-2: Sign of Life in Off the Record).
Similar to the Maintenance Tunnels in Dead Rising's Willamette Parkview Mall, the Underground serves as a vital transportation hub within the city, albeit designed for trains instead of cars. Access points to the tunnels are located in each of the city's plazas and casinos.
Stacey Forsythe notices several men moving heavy equipment in the Underground and sends Chuck to investigate, where he finds Tyrone King in charge of a heist. Chuck manages to catch up to his train as it attempts to escape, killing several of TK's henchmen in the process. Before Chuck can apprehend TK, the Terror Is Reality producer uncouples the train, leaving Chuck behind.
In the aftermath of the failed military rescue, Dwight Boykin and a contingent of soldiers evacuate to a warehouse in the Underground. All but the sergeant are killed due to the zombies, leaving their bodies and burning Humvees to litter the Underground. Dwight has snapped due to the carnage and holds Rebecca Chang hostage, believing he is keeping her safe. Chuck manages to defeat Dwight and save Rebecca before Dwight succumbs to suicide.
Deeper within the tunnels lies an underground lab used by Phenotrans to extract Queens from zombies, staffed by two researchers, Mark Bradson and Pearce Stephens, and guarded by a number of armed mercenaries.

Trivia
- The underground is the location with the most maintenance rooms in Fortune City.
- A blast frequency gun can also be found in the upper left area of the tunnels, between the Americana Casino and Royal Flush Plaza stairwells. This is the only way to obtain the gun prior to entering the lab, and the only way ever if the player does not follow the case files.
- The underground doors and underground key code in the PC game files is 85017.
