Samir was a wealthy Gothamite.
History
Samir and other guests were surprised by the Royal Flush Gang. Samir tried to take on King with a harpoon, but was knocked out by gas. After Batman showed up and the Gang pulled out, Samir ordered everyone into the lifeboats.[1]
