History

In the 1930s, amid the run-up to the Second World War, as conducted in the Quality Universe, neutral countries included Andorra, Argentina, Cerania, Herma, Ireland, Liechtenstein, Moravia, Portugal, Quanalla, Ruina, San Marino, San Miguel, Slovia, Spain, Sweden, Switzerland, and Yadovnia.

In 1941, the Premier of the small Balkan nation of Slovia, Tchebitsky, entered into a secret pact with the neighboring nation's dictator, Otto Shickler. As part of this deal, Shickler's forces would invade Slovia, via the North Pass, while the Slovian Army was deployed to the south. A roving super-hero, Neon the Unknown, nationality also unknown, found out about this pact, and confronted Premier Tchebitsky about it at a public event, in Parda, the national capital. Violent chaos ensued, with Tchebitsky's palace snipers and police firing on a rioting mob, who stormed the palace. Neon then rallied the gathered crowd into an impromptu militia; they gathered some weapons, and marched briskly to the North Pass. The enemy had deployed tanks, infantry, and bombers, but each of these proved ineffective against the unworldly super powers of Neon. The neighboring nation's remaining forces withdrew from the field in great disorder. Before leaving Slovia, Neon exhorted the victorious militia to elect a democratic government, one that would let the people know its acts.
