Fou-Lu is the main antagonist of Breath of Fire IV, an Endless that was awakened when Ryu appeared.
Strategy
As this is a scripted battle, Ryu should focus on preparing for the next two fights by healing himself and defending. The battle will end automatically after a few turns with Fou-lu will use Whiteout to finish the battle.
It is a good idea to give Ryu either the Pilfer or Steal skill, as these can be used to steal the Dragon Tear from Fou-Lu.
