Mengyao was a daofei who later became a vigilante in Ba Sing Se during the lifetime of Avatar Kyoshi.[1]
History
Mengyao was once a daofei who stole from the rich of Ba Sing Se. She pulled off incredible heists as an expert thief and archer, and accrued a lot of wealth.[2] However, she later became a vigilante, targeting dangerous criminals in Ba Sing Se and helping to bring them down so they could not harm innocent people.[1] She still stole from time to time, but shared her ill-gotten gains with those who needed them in the Lower Ring.[2] She earned admiration from the citizens of the Lower Ring, but also gained animosity from several gangs, including the Fanged Mercenaries.[2]
When the Earth King took over Avatar Kyoshi's task force to arrest any daofei that he saw fit, Mengyao managed to easily evade them, and continued her work. Despite the Earth King's mandate to clear out all criminals, she had some sympathizers among the ranks of the task force, those who turned their heads to her activities. She never worked with the task force directly, but they came to an understanding about the role each played in the Lower Ring. However, they could no longer ignore each other after pressure from Ambassador Quin's firebender guards and the group known as the Fanged Mercenaries.[2]
Mengyao recognized that the Fanged Mercenaries were taking advantage of the task force to frame their enemies for certain crimes in order to see them destroyed. She took it upon herself to stop the Fanged Mercenaries, which enraged their second-in-command, Hana. Hana came up with a plan to frame Mengyao by kidnapping the children of Ambassador Quin of the Fire Nation and blaming her for the crime. The children were kidnapped at a teahouse in the Middle Ring, and the only piece of evidence found at the crime scene was a unique arrow belonging to Mengyao. Mengyao searched for the missing children to clear her name, but needed more evidence to do so.[1]
After Mengyao's home was compromised by Earth Kingdom guards, who broke the door down and ransacked the place looking for her and for any evidence of her whereabouts, Mengyao stayed in a hideout, a shack in one of the poorest areas of the Lower Ring. In this area, few people trusted the guardss enough to talk to them and it was a fitting place for a solo daofei to lie low, especially when other street gangs tended to congregate within neighborhoods they could prey on. When Mengyao was not out hunting for the kids herself, she holed up in her hideout, although she did not know for how long she could remain hidden there before someone ratted her out for the bounty that Tan's forces were offering.[3]
Personality
After Mengyao turned over a new leaf, she was driven by the principle of justice, which led her to wanting to both root out violent criminals and help the needy poor in the Lower Ring.[2][4]
Abilities
Mengyao was somewhat of a legend among daofei for her archery abilities, and her unique arrows which could cut straight through stone.[2]
